REGULAR MEETING APRIL 13, 2020 Be it remembered on the 13th day of April 2020 at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Read and Approve Minutes of the Previous Meeting Motion by White, seconded by Russell to approve the Minutes from the March 23, 2020 Regular Meeting with one addition. Motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for April 3rd and 13th Motion by Russell, seconded by White to approve payment of the Accounts Payables as presented. Motion carried. See attached. 1 6. Consider Treasurer's Report-Sharon May Motion by Frye, seconded by Russell to approve the Treasurer's Payroll Treasurer Sharon May presented a budget amendment for Pct #1. Commissioner Frye has requested to move $68,900.00 from Pct. #1 reserve fund to capital expenditures to pay for the Warren Cat grader previously approved for purchase. Upon motion by Wilkins to approve the budget amendment and a second by White, the budget amendment Report for March 31st. Motion carried. See attached. was approved unanimously. See attached. 7. Consider Bovina ISD Request for Permanent School Funds Bovina ISD has a 1.18 Million bulding/renoyation project that has begun. They presented invoices for $25,052.28 for payment from the Permanent School Fund. Upon motion by Frye, seconded by Wilkins to approve monies from the Permanent School Fund to Bovina ISD for the requested amount, the motion passed. See attached. 8. Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries reported a total of 15 total inmates. He reported that due to the COVID-19 emergency, the state is no longer allowing the transfer He updated the Court on his efforts to obtain pricing for a new generator for which the County has an opportunity to obtain grant monies. He has not completed his review of pricing options sO ask that he be allowed to bring this back to the Court when he completes his research.
