REGULAR MEETING APRIL 26, 2021 Be it remembered on the 26TH day of April 2021 at 10:00 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. A Public Hearing on Intention of Parmer County to designate the Lazbuddie Wind Energy II, LLC Reinvestment Zone, Establish Boundaries thereof and Provide for an Effective Date Pursuant to Chapter 312 of the Texas Tax Code was held at 9:00 AM. Jill Timms, Tax Appraisal District and Kirby Burch were present. Judge Ellis presented a map of the area and a discussion ensued. Since the Bovina ISD and Friona ISD were involved and did not receive notice, this hearing may have to be held again. There was general agreement to this reinvestment zone and no opposition. 5. Discussion and Possible Action on Parmer County to designate the Lazbuddie Wind Energy II, LLC Reinvestment Zone, Establish Boundaries 1 thereof and Provide for an Effective Date Pursuant to Chapter 312 of the Texas Tax Code Having discussed this issue in the public meeting, Commissioner Frye made the motion to approve the designation ofLazbuddie Wind Energy II, LLC Reinvestment Zone, Establish Boundaries thereof and Provide for an Effective Date Pursuant to Chapter 312 of the Texas Tax Code. Commissioner White seconded the motion and the motion passed. 6.1 Discussion regarding Tax Abatement Agreement with Lazbuddie Wind Energy II, LLC, Pursuant to Chapter 312 of the Texas Tax Code. Judge Ellis explained that since the notice was given this month, the Commissioners will have to wait 30 days before approving the abatement. This issue will be on the agenda for the May meeting. 7. AI Public Hearing on the Intention of Parmer County to Consider Nominating Cargill Meat Solutions Corporation for the Texas Enterprise Zone Program for a Project Located at 1530 US Hwy 60, Friona Texas was held at 9:30. AM. No members of the public were present to make any comments. 8. Discussion and Possible Action to Nominate Cargill Meat Solutions Corporation for the Texas Enterprise Zone Program Pursuant to Chapter 2303 of the Texas Government Code. On a motion by Frye to approve this resolution, seconded by White, this resolution passed. See Attached. 9. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes with a change of the date to the correct date by Frye, seconded by Wilkins, the motion passed. 10. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for April 16th and 26th Motion by Wilkins, seconded by Frye to approve payment of the Accounts Payables as presented. Motion carried. See attached. 11. Consider Treasurer's Payroll and Quarterly Report-Sharon May Motion by Russell to approve the Quarterly Report for January 1, 2021 through March 31, 2021 as presented. Second by Wilkins. The motion carried. See attached. 2 Motion by Russell, seconded by Wilkins to approve the Treasurer's Payroll Report for April 15, 2021. Motion carried. See attached. 12. Consider Victim Coordinator and Liaison Grant for the Parmer County District Attorney's Office Judge Ellis presented the request from the District Attorney for a resolution approving the application for a grant from the Office of the Attorney General for the Victim Coordinator in the District Attorney's Upon a motion to support the application filed with the OAG by Frye, seconded by Russell, the motion passed. See attached. office. 13. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center. Sheriff Geries reported 21 inmates as of today with one inmate housed in the Lubbock County Jail and 4 being housed for Deaf Smith county. He presented an explanation of the Panhandle Community Services Program and his role as a member at large for Parmer County. He stated there were two employees that came to Friona from Hereford, two days a week to assist members of the community. They are presently seeking a The Sheriff requested that they be allowed to utilize the building that houses the JP #1 office. Since there are offices underutilized in that building, Judge Ellis made the motion that PCS be allowed to utilize one office. Commissioner Frye seconded the motion and the motion carried. With no further business to come before the court, Commissioner Russell moved to adjourn.
