REGULAR MEETING DECEMBER 10, 2018 Be it remembered on the 10th day of December 2018 at 10:00 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Steve Cockerham Kenny White Lloyd Bradshaw Trey Ellis Sidnee McDonald Commissioner Pct. #1 Commissioner Pct. #2 (absent) Commissioner Pct. #3 Commissioner Pct. #4 Chief Deputy Clerk Judge When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Read and approve Minutes from Previous Meeting Motion by Bradshaw, seconded by White to approve the Minutes from the previous meeting. Motion carried. See attached. 4. Consider Approval and Payment of the Accounts Payable- Larry Johnston Motion by Frye, seconded by Bradshaw to approve the Payment of Bills/Accounts as presented by Mr. Johnston. See attached. 5. Consider Treasurers Report- Altha Herington (A) Approve Calculated Payroll and Disbursement for all Parmer County Employees and Elected Officials Motion by White, seconded by Frye to approve the current Report to include the Regular Payroll Report. Motion carried. See Treasurer's attached. 6. Discuss and Possible Action on First Amendment to Tax Abatement Agreement with Mariah del Este, LLC, dated on or aboutJune 26, 2017 Pursuant to Chapter 312 of the Texas Tax Code Renewing contract for another year, changing the December 2018 date to December 2019 and from January 2019 to January 2020. Motion by Bradshaw. Seconded by Frye, to renew the contract with Mariah Del Este, LLC. Motion carried. See attached. 7. Consider CRI for the Parmer County outside Audit Due to the turnaround in the Court House in 2019, there may be an increase in the amount that the current outside Auditors may charge. Commissioners have agreed to continue to use the same company as they have been working with us for the past several years. Motion by Frye. Seconded by White to approve Parmer County outside Audit. Motion carried. See attached. 8. Consider Purchase of Roadgrader for use in Precinct #4 Bradshaw presented bids, Commissioners agreed to pass until the Motion by White, seconded by Frye to approve the decision be made in the beginning of 2019. Consider 2019-2020 Appointments to the Texas Historical Commission Motion by Frye, seconded by White to approve Appointments to the Texas Historical Commission. Motion carried. See attached. 10. Consider Approval of Bonds for the District Clerk, Tax Assessor and County Treasurer Employees Motion by White, seconded by Bradshaw to approve the County Employee Bonds. Motion carried. See attached. 11. Consider Continuing Education Hours for 2017 for the Parmer County Treasurer Altha Herington has completed 59.5 hours of continuing education Motion by Frye, seconded by White to approve the Continuing Education Hours presented. Motion carried. See Attached. for the year 2017. 12. Consider Continuing Education Hours for the Parmer County Tax Assessor- Collector Awyna Sanchez has completed 25.25 hours of Continuing Motion by White, seconded by Bradshaw to approve the Continuing Education Hours presented. Motion carried. See Education Hours for 2017/2018. attached. 13. Consider Employees being paid for Unused Vacation Days Sheriff's Office- Eric Geske, 40 hours Precinct #1- Kirk Wright, 40 hours Precinct #3- Rick Ketcherside, 100 hours Motion by White, seconded by Frye to approve employees being paid for Unused Vacation Days. Motion carried. See attached. 14. Consider the 2018 Parmer County Fire Reports After reviewing each report, there was a total of 155 approved calls made. Not including Rhea. Bovina- 22 Approved Calls Farwell- 35 Approved Calls Friona- 55 Approved Calls Lazbuddie- 43 Approved Calls Motion by Bradshaw, seconded by Frye to approve the 2018 Parmer County Fire Reports. Motion carried. See attached. 15. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Nothing to report. Pass.
