REGULAR MEETING July 11, 2022 Be it remembered on the 11th day of July 2022 at 10:00 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May BreAnn Saenz Eric Geske, Sheriff Izzy Carrasco Amy Dudley Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer Deputy County Clerk Also Present: Stacey Bruington-TAC Health County Wellness Consultant Kathy Davenport- TAC Employee Benefits Consultant Jerry Killion-TAC Employees Benefit Associate When the following was had and done, To-wit: Call to Order 1. Prayer Judge Trey Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from the public. 1 4. Discuss CSI (County Specific Incentive) plan-Stacey Bruington, TAC Healthy County Wellness Consultant Stacey Bruington presented the explanation and strategies of the Healthy County Program. She outlined the different programs that TAC- HEBP provides for employees. (Livongo, Airrosti, MD Live, AWP) She stressed the importance of encouragement by upper management to employees for these Healthy Lifestyle changes. Programs under the CSI-such as an annual Physical exam, could earn incentive of a PTO day/gift card for participation. All incentives/rewards would be approved by Commissioner's Court. Stacey stated that the adopted CSI Plan would begin on November 1,2022. Judge Ellis announced that we will have a discussion at the next commissioners meeting and decide whether to accept the CSI plan. 5. Present Mid-Year Review on Health and Employee Benefits Pool-Kathy Davenport, TAC Employees Benefit Consultant. Kathy Davenport presented the Mid-Year review and stated that Parmer County received a 4.2% increase in rate change for the renewal plan year 2023. There are two other options that would lower the amount the County Judge Ellis asked her to explain the Grandfather plan. She explained that once we are on the new plan we can no longer go back to the previous plan. Grandfather status allows the County to obtain smaller rate pays, but we would have to leave Grandfathered status. increases. 6. Consider November Renewal This was considered under item 13 on the agenda. 7. Read and Approve minutes from previous meeting Upon motion to approve the minutes from the Regular Meeting on June 27,2022 by Commissioner White, seconded by Russell, the motion passed. 8. Consider Approval and Payment of the Accounts Payable Sharon May Reported the Accounts Payable List for June 28, 2022, July 5,2022, and July 11,2022. Consider Agreement Plainview, LLC D/B/A between Allegiance Behavioral Health Parmer County, Texas. Freedom Behavioral Hospital of Center of Plainview and Judge Ellis made the motion to Behavioral Health Center of Plainview approve the agreement between Allegiance Commissioner Frye, and the motion and Parmer County, seconded passed. Consider County Employee Insurance-Jerry Killion Jerry Killion reiterated the information that Kathy Jerry discussed the opportunity for the dental and vision Davenport shared. Jerry recommended that Parmer County stay with the renewal current plan with the 4.2% price increase. This would grandfather status. Commissioner White motioned to keep County in of the current policy with the 4.2% increase. Commissioner approve the renewal employees. County Law Sheriff presented the bids for the HVAC replacement, the negative cell and the repair/update of the freezer. Commissioner motion to approve the bid for $566,000 which will be monies. Commissioner White seconded pressure for Frye made the paid by the ARPA and the motion passed. Sheriff Geske Reported 39 total inmates as ofJuly 12,2022. of which are being housed for Deaf Smith County. Sheriff Geske Twenty-two stated that the sheriff's office has a new employee (jailer), and is still 2 employees short. With no further business to come before the Court, Commissioner White to adjourn.
