HEDC/HMBC Orientation that covered the organization's mission, structure, funding, incentive tool kit, past projects and current projects. 3.b Discussion and. Economic Development & Municipal Benefits Corporation- - Minutes Pagelof3 3.d Discussion and Action Regarding Council, Staffand Board Member Reports Mayor McClure reported that a PATH Steering Committee had been appointed toj pursue public/private partnerships and with the mission ofs speeding up the completion of community assets including trail segments. Cynthia Allen is serving as the HEDC/HMBCI liaison on the PATH Steering Committee. Assistant City Manager Aaron. Adel reported that two medical facilities were underway on Horizon Road: ClearSky Rehabilitation Hospital and the new Sandknop Family Practice, which is relocating to Heath from Rockwall. 3.e Presentation, Discussion and Action Regarding FY 2025-2025 Budget for the Heath Municipal Benefits Corporation and Heath Economic Development Corporation. (T.. Plexico). Major revenues are sales tax and interest; major expenditures are an increase in the HMBClandscape maintenance to $28,000 to cover: 11 mowings annuallyi instead ofs six; the 25% contribution toi the Parks and Community Improvement CIP; and the contribution towards the Towne Center Park renovation. The HEDCI has a current fund balance of1,036%; and the HMBCi is 122%. Thei recommended balance is 25%. The 25%1 transfer for the Parks and Community Improvement CIP will be $198,000 from each Members had questions regarding the collection and reporting ofs sales tax, particularly online sales tax. Plexico reminded the board that entities and amounts remitting sales tax to the City of] Heath were confidential, per the State Comptroller's requirements. A consultant was hired in 2022 to pursue any sales tax funds that were not getting remitted to the City of Heath, but no significant amount had been identified. Finance Director Jay Ayres added that sales tax was flattening due to a decrease in spending fund in 2024-2025. locally.
