REGULAR SESSION MEETING FEBRUARY 26, 2024 Be it remembered on the 26th day of February at 10:07 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Casey Russell Sharon May Susie Spring Kenny White Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Commissioner Pct. #3 Absent: Also Present: Eric Geske, Sheriff When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no members of the public present. 4. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Special Meeting on February, 13, 2024, by Commissioner Frye, seconded by Commissioner Wilkins, the motion passed by a 2-0 vote with Commissioner Russell and Judge Carrasco abstaining as they were not present at that meeting. 1 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for February 16th and 26th. Motion by Commissioner Russell, seconded by Commissioner Wilkins to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for February 15, 2024, Commissioner Wilkins seconded and the motion passed by majority vote. See attached. 7. Consider and Discuss Bond for Deputy district Clerk Judge Carrasco made the motion to accept the bond for Ruby Valenzuela. Commissioner Frye seconded and the motion passed by majority vote. Bond is filed in the County Clerk's Office. 8. Consider and Discuss Allowing Political Signs to be Displayed on Courthouse Lawn A discussion was held in regard to political signs on the Courthouse lawn as a candidate in the March Primary has put out signs. Commissioner Frye felt this had come before the. court previously years ago. No documentation was found on a vote taken prior to now. Texas Association of Counties has informed the court that most counties in Upon a motion by Judge Carrasco to not allow any display of political signs on county property, seconded by Commissioner Russell, the motion Texas have this ban. passed with a majority vote. 9. Consider Any and all Matters Concerning the Parmer County Law Enforcement Center Including but not Limited to: A. Consider and Discuss Spark Good Program through Walmart B. Consider and Discuss K-9 Program for Sheriff's Office Sheriff Geske stated that the Parmer County jail is housing 33 inmates. 16 of which are from Lubbock County. The remaining 17 are Parmer The Sheriff reported that he had applied for a dog from the JIREH K-9 Academy and had been awarded a dog. He stated this was not a grant. There is no financial cost to the County to receive the dog.
