REGULAR MEETING SEPTEMBER 27, 2021 Be it remembered on the 27th day of September 2021 at 10:05 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Trey Ellis Sharon May Susie Spring Alan Bristol, TAC Michelle Kirkland, CRI A.J. Bowers, CRI Rick White, Mayor Friona, Tx Lee Davila, City Manager, Friona Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 Judge County Treasurer County Clerk Also present: When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments Alan Bristol informed the court that after discussion with the Treasurer, that Parmer County was in good shape in relation to the ARPA Funds. He noted they had until December 2024 to obligate the funds and December 2026 to spend the funds. 4. Consider the Parmer County Audit Michelle Kirkland and A.J. Bowers presented the Parmer County Audit for the fiscal year of 2020. Mr. Bowers presented the Management's 1 Discussion and Analysis as well as the overview and analysis of the After discussion and questions, a motion was made by Commissioner Frye to approve the Audit of the 2020 Fiscal Year. Commissioner Russell seconded the motion and the motion passed unanimously. financial activities of Parmer County. 5. Consider Adopting the 2022 Parmer County Budget Judge Ellis and Sharon May, Treasurer, presented the 2022 Budget for adoption. The total budget is $6,373,354.86. Upon a motion by Commissioner Frye to adopt the 2022 Budget, seconded by Commissioner White, the 2022 Parmer County budget passed unanimously. 6. Consider Adopting the 2021 Proposed Tax Rate Judge Ellis reminded the court that the proposed tax rates were as follows: General Fund 0.3982; FM Fund 0.1100; Interest and Sinking Fund 0.0252 for a total tax rate of 0.5334. Upon motion by Commissioner Wilkins to adopt the stated tax rate, seconded by Commissioner Russell, the motion passed unanimously. 7. Consider Inter-Local Agreement with the City of Friona for. J.P. Office Space and Courtroom Mayor White informed the Court of the City of Friona's renovation of the Municipal Court building in Friona. He offered the County an opportunity to move the JP Pct. #1 office into this renovated area. The space would include a Courtroom that both the JP and Municipal Judge could use. A part time clerk would also be available to acceptJP payment After discussion, the City offered to rent the space for $500.00 per month to include utilities and sharing of the clerk. Upon motion by Frye, seconded by Judge Ellis, the motion passed with 4 Ayes and 11 Nay. when the JP was unavailable. Commissioner Wilkins voted the Nay vote. 8. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes by Russell, seconded by Wilkins, the motion passed. 9. Consider Approval and Payment of the Accounts Payable - Sharon May 2 Sharon May reported the Accounts Payable List for September 17th and 27th Motion by Frye, seconded by Russell to approve payment of the Accounts Payables as presented. Motion carried. See attached. 10. Consider Treasurer's Payroll Report-Sharon May Motion by White, seconded by Wilkins to approve the Treasurer's Payroll Report for September 15, 2021. Motion carried. See attached. 11. Consider Rescheduling Commissioner's Court on October 11, 2021 because of Columbus Day After discussion, upon motion by White to move the meeting to 1:30 pm on October 20th, seconded by Wilkins, the motion passed. This is also the time that the attorney looking at re-districting will be reporting to the Additionally, upon a motion by Frye, seconded by White to move the Commissioner's Meeting from October 25th to October 26th sO that the attorney can again address the Court on redistricting, the motion passed. Court. 12. Consider Flu Shots Sheriff Geries informed the Court that flu shots have been ordered and should arrive the first week of October. He will inform the Judge of the exact date of their arrival and a date will then be set to administer the vaccine. 13. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center. Sheriff Geries reported 34 inmates as of today. One is still housed in Lubbock and several are being housed for Deaf Smith County. He stated the phone system appears to be working in the jail. The Judge discussed the ongoing issues with Ideacom. He asked the Sheriff to obtain a bid from Plateau to replace the Ideacom agreement. That is pending but in discussion with the County Attorney, it appears the Ideacom contract may be subject to an agreed termination. The Sheriff indicated he had an inmate currently in the Parmer Medical Center due to medical issues needing a surgical procedure, thus causing as staffing issue as a Deputy had to be with the inmate on a 24/7 basis. The inmate should be in the Texas Department of Corrections but had yet to be transferred. He is researching the options to offset the costs to Parmer County. 3 He has filled the Jailor position and is currently fully staffed. Treasurer Sharon May informed the Court that October 27th will be open enrollment for all employees. With no further business to come before the Court, Commissioner White moved to adjourn.
