REGULAR MEETING APRIL 29, 2019 Be it remembered on the 29th day of April 2019 at 10:12 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Read and Approve Minutes of the Previous Meeting Motion by White, seconded by Frye to approve the Minutes from the Previous Meeting. Motion carried. 4. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for April 17th & April 29th. Motion by Russell, seconded by Wilkins to approve the Payment of the Accounts Payable. Motion carried. See attached. 5. Consider Treasurer's Report-Sharon May Employees and Elected Officials. (B.) Consider Quarterly Report (A.). Approve Calculated Payroll and Disbursement for all Parmer County Sharon May presented the April 15th and April 29th payrolls for approval. Motion by Frye, seconded by White to approve both the Calculated 1 Payroll and Disbursement for all Parmer County Employees and Elected Officials for the two pay periods. Motion carried. See attached. Sharon May presented the First Quarter Report of 2019. See attached. Motion by White, seconded by Wilkins to approve the Treasurer's Quarterly Report. Motion carried unanimously. 6. Consider Computer and External Hard Drive and Mini-Fridge for Extension Office. Judge Ellis reported that he and Treasurer Sharon May reviewed the Extension budget and ascertained that money was available for the above project. Since the computer and hard drives were approved at the last meeting subject to the review of the budget, a motion was made by Frye, seconded by White to approve the purchase of the mini-fridge also. Motion carried. 7. Consider use of Forfeiture funds by the 287th Judicial District Attorney Pursuant to Art. 59.06(d-1)7, District Attorney Gurley notified the Commissioners of purchase of two computers for her office using Motion by Judge Ellis, seconded by Russell to approve the District Attorney use of these funds. Motion carried. See attached. $3,296.58 in forfeiture funds. 8. Consider Janitorial/Maintenance Contract for the Parmer County Courthouse and Parmer County Law Enforcement Center After discussion a motion by White, seconded by Wilkins to table this issue and send it out for bid with specifications of expectations for the job. Motion carried. 9. Consider Request to place 8" PVC Pipeline under County Road Josh McDonald requested permission to place a PVC pipe % mile west of Hwy. 214 on County Rd. Y and .33 mile west of County Rd.16. See Motion by Frye, seconded by White to approve placement of the 8" PVC attached. pipeline as detailed above. Motion carried. 2 10. Consider Resolution from the 287th Judicial District Attorney for the Victim Coordinator and Liaison Grant Program. District Attorney Gurley requests approval to apply to the Office of the Attorney General, Crime Victim Services Division for the Victim Motion by White, seconded by Wilkins to approve the request by the District Attorney to apply for the grant. Consider the Parmer County Burn Ban After discussion, a motion was made by Wilkins, seconded by Frye to continue the burn ban in Parmer County for 90 days. Motion carried. 12. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries presented Southern Software, Inc. Annual Software Support Agreement. Total price is $9783.00. this covers the Jail-Pac, Records Management and Dispatch software packages. This agreement is Motion by Frye, seconded by Russell to approve the Agreement. Motion Sheriff Geries also informed the Court of an agreement with the Department of Defense that allows law enforcement to obtain military equipment and "shop" for that equipment online. He stated that although ith had been a number of years since the County requested equipment, this agreement allows the Sheriff's Department the continued ability to Sheriff Geries reported an average population of 30 inmates for the last He also reported that the jail was inspected last week and the inspection He reported he has hired Omar Soto Pedroza and is now fully staffed. He reported that several small counties in Texas had recently had persons walking into the Courthouse offices and videotaping employees. This is legal and they are within their rights to do sO but appear to be looking for negative response to publicize. He presented a suggested response for the Commissioners to consider.
