REGULAR MEETING FEBRUARY 11, 2019 Be it remembered on the 11th day of February 2019 at 10:08 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Clerk Also present was: Jimmy Burns, Superintendent, Friona ISD When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Read and Approve Minutes of the Previous Meeting Motion by Wilkins, seconded by Russell to approve the Minutes from the previous meeting with two corrections. Motion carried. 4 Consider Approval and Payment of the Accounts Payable - Sharon May Sharon reported the AP List, and stated it represented the first half of February. Motion by Frye, seconded by White to approve the Payment of the Accounts Payable. Motion carried. See attached. 5. Consider Treasurer's Report-Sharon May (A.) Approve Calculated Payroll and Disbursement for all Parmer County Sharon reported that due to how the calendar falls this month, there was no calculated payroll to report today. Two calculated payrolls will be Employees. presented at the next meeting for approval. 6. Consider Permanent School Fund Distribution Plan to the School Districts Judge Ellis reported that he has researched how other counties with Permanent School funds distribute their funds. He presented a form for tallying the total scholastic census per school district. See attached. Jimmy Burns questioned what ages the count covers and how illegal Discussion followed with changes in the form suggested. It was discussed that ages would range from 5 years old to 21 years of age. It was also discussed that only school enrollees would be counted. Changes will be brought to the next meeting for approval. A motion was made by Judge Ellis to table the issue until the next meeting, seconded by immigrants would be counted. Wilkins. Motion carried. 7. Consider Parmer County Burn Ban Discussion was held on the current climate in Parmer County. Due to the climate conditions and approaching spring climate issues of wind and warmer weather, motion by Frye, seconded by White to approve the Burn Ban for Parmer County for 90 days. Motion carried unanimously. See attached. - 9. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries reported that there are 43 inmates currently. 18 are from Castro County and are billing inmates. He reported that a new Deputy had been hired. He introduced Deputy Yurban Salinas. Deputy Salinas was sworn in by Judge Ellis during the Commissioner's Court meeting. Sheriff Geries presented a proposed contract from Integrity Steel works for regular maintenance and adjustments of all locks and doors in the jail complex. He stated that we have contracted with them previously. The County Attorney has reviewed the contract. Total cost for the one year contract is $4036.03. Sheriff Geries reported that this was included in his budget for this year. Motion by White, second by Wilkins that the proposed contract be accepted. Motion carried unanimously. See attached.
