REGULAR MEETING NOVEMBER 25, 2019 Be it remembered on the 25th day of November 2019 at 10:03 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Charles Wilkins Kenny White Casey Russell Trey Ellis Sharon May Susie Spring Kirk Frye Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Treasurer County Clerk Commissioner Pct. #1 Absent: Also attending: Chuck Kimbrough, Attorney When the following was had and done, To-wit: Wendy Case, County Extension Agent Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Consider 2020 Census Redistricting Charles Kimbrough presented a proposal for legal services by Bickerstaff Heath Delgado Acosta LLP for 2021 Redistricting. He explained the scope ofwork, the legal requirement of redistricting and the engagement Agreement. See attached. After discussion, a motion was made by Judge Ellis to postpone the vote on this proposal until the next meeting to allow Commissioners a chance to review the proposal. Seconded by Commissioner White, the motion passed. 1 5. Update on Extension Activities Wendy Case gave the Commissioners an update on her activities since She reported on a successful trip to Costa Rico with 6 kids from Parmer She reported that concession receipts totaled $5,300 for this year. Tonight is the 4-H Golden Star Banquet in Lubbock. The County wide luncheon will be held December 23rd at noon. She is attending a training for mental health issues for youth in April 2019 when she last reported. County as part of a larger state wide group. December. 6. Consider Bids for Storage Building Wendy presented three bids for refurbishing the existing building on the property for storage. She also considered the option of a ready-made Considerable discussion was held and a motion by Commissioner White to accept the G&M bid. Seconded by Wilkins, the motion passed. See building. attached. 7. Read and Approve Minutes of the Previous Meeting Motion by Russell, seconded by Wilkins to approve the Minutes from the November 12, 2019, Regular Meeting with corrections. Motion passed. 8. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for November 18th and 25th. Upon motion by White, seconded by Russell to approve Payment of the Accounts Payable. Motion carried. See attached. 9. Consider Treasurer's Report-Sharon May Motion by Wilkins, seconded by Russell to approve the Treasurer's Payroll Report for November 15th. Motion carried. See attached. 2 Sharon May presented Line Item Adjustments for consideration. Upon motion by White, seconded by Wilkins to approve the Line Item Adjustments presented, motion passed. See attached. 10. Consider Vacation Pay for Parmer County Employee Upon the motion by White to accept the request for payment of vacation hours, seconded by Russell. The motion passed. 11. Consider Joint Resolution and Statistical Information for the 2020 Joint Primary Susie Spring, County Election Administrator/Couny Clerk informed the Court of the request by both political parties to hold a joint primary in 2020. The Resolution was read by the Judge and upon motion by Wilkins, seconded by Russell to approve the Resolution, the motion carried. See attached. 12. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries reported a jail population of 19. He reported that the tanks for the air-packs do need refurbishing and he He reported that PRPC has a grant available for $25,000 to replace emergency generators at 911 Operations Centers. A discussion was held on the feasibility of this opportunity. It was generally agreed that the is considering pricing on that now. Sheriff research this issue. With no further business to come before the court, Commissioner White moved to adjourn. Commissioner Russell seconded and adjournment was called at 12:19 o'clock P.M.
