REGULAR MEETING MARCH 14, 2022 Be it remembered on the 14th day of March 2022 at 10:08 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Charles Wilkins Kenny White Sharon May Susie Spring Casey Russell Eric Geske, Sheriff Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 County Treasurer County Clerk Commissioner Pct. #4 Absent: Also Present: When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were present to make comments. 4. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes from the Regular Meeting on February 28, 2022 by White, seconded by Wilkins, the motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for March 4th, and 14th. Motion by Frye seconded by White to approve payment of the Accounts Payables as presented. Motion carried. See attached. 1 6. Consider Treasurer's Payroll Report-Sharon May Motion by White, seconded by Wilkins to approve the Treasurer's Payroll Report for February 28, 2022. Motion carried. See attached. 7. Consider Appointment of Kirk Frye to the Panhandle Community Services Board. Judge Ellis stated that a replacement was needed for the unexpired term of Randy Geries on the Board. He made the motion that Kirk Frye be appointed by the Commissioners' Court to fulfill that term. Commissioner White seconded and the motion passed. 8. Consider Purchase of Computer for Justice of the Peace Pct.1 Judge Ellis reported that the computer used by the previous JP Pct. 1 was in need of replacement. A replacement was not purchased due to the vacancy in that position. It is a budget item. As an appointment of that position is imminent, it needs to be replaced now. The price quote is Upon motion by White to purchase the computer, seconded by Frye, the motion passed. Commissioner Wilkins abstained from the vote. $2103.32. 9. Consider Water Line Under County Road Bovina Dairy has requested the placement of a water line at CR 12 three- fourth of a mile south of FM 3333. Commissioner White made a motion to approve the line and Commissioner Frye seconded. The motion passed. See attached. 10. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Including but not limited to: Sheriff Geske reported 23 total inmates as of today. Thirteen of which are He reported that a water heater had gone out but had been replaced. He also reported an issue with the Traverse SUV that they are using as transport and as a backup unit. It automatically turns off when left unoccupied for 15 minutes which is a problem in traffic stops. He is hoping to have that feature disconnected but to date has not had any being housed for Deaf Smith County. luck achieving that. 2 Judge Ellis reported that at the conference he recently attended he was informed that the County would need an independent audit on the ARPA funds With no further business to come before the Court, Commissioner White moved to adjourn.
