REGULAR SESSION MEETING MARCH 11, 2024 Be it remembered on the 11th day of March at 10:27 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Sharon May Susie Spring Kenny White Casey Russell Chad Lydick Eric Geske, Sheriff Amy Dudley Judge Commissioner Pct. #1 Commissioner Pct. #2 County Treasurer County Clerk Commissioner Pct. #3 Commissioner Pct. #4 Absent: Also Present: Awyna Sanchez, Tax Assessor-Collector When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from members of the public. 4. Consider and Discuss flores Sub-Division-Chad Lydick Mr. Lydick informed the court that the Flores family has requested to divide their property into three smaller tracts. He presented a plat of the area for approval from the Commissioners. 1 Commissioner Frye made a motion to approve the plat. Commissioner Wilkins seconded and the motion passed by majority vote. 5. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on February, 26, 2024, by Commissioner Frye, seconded by Commissioner Wilkins, the motion passed by a majority vote. 6. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for March 4th and 11th. Motion by Judge Carrasco, seconded by Commissioner Wilkins to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 7. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for February 29, 2024, Commissioner Wilkins seconded and the motion passed by majority vote. See attached. 8. Consider and Discuss Lawn Service Contract for Sheriff's Office and Courthouse. Judge Carrasco presented a renewal contract for Eric Chadwick Landscaping. The Commissioners discussed possibly bidding the contract out prior to the budget approval for 2025. Judge Carrasco stated that the contract had a cancellation clause with notice that could be initiated prior to the beginning of the 2025 budget year. Judge Carrasco made a motion to approve renewal of the contract. Commissioner Frye seconded and the motion passed by majority vote. See attached. 9. Consider and Discuss Transterring Juvenile Probation Office Employees to Parmer County Retirement System Judge Carrasco informed the court that the Juvenile Probation office employees requested this transfer due to the fact Parmer County Retirement is a more beneficial plan than Bailey County. He stated the additional cost would be paid by the grant money to the Juvenile Probation office and would not cost the County any extra expense. Upon a motion by Judge Carrasco to approve the transfer to the Parmer County Retirement System on the condition that the funding be paid by 2 the Juvenile Probation Office grants, seconded by Commissioner Frye, the motion passed with a majority vote. 10. Consider and Discuss Parmer County Burn Ban Upon a motion by Commissioner Wilkins to continue the burn ban for 90 days, seconded by Judge Carrasco, the motion passed by majority vote. Consider and Discuss Continuing Education Hours forJ.P. #3 Upon a motion by Commissioner Frye to accept the Continuing Education Hours for Judge Haseloff, seconded by Commissioner Wilkins, the motion passed with a majority vote. See attached. 12. Consider and Discuss Water Line under County Road Tyler Hough made an application for a water line % mile south of CR E and CR 22. Upon a motion to approve the placement of the water line by Judge Carrasco, seconded by Commissioner Frye, the motion passed by majority vote. See attached. Enforcement Center. 13. Consider Any and all Matters Concerning the Parmer County Law Sheriff Geske stated that the Parmer County. jail is housing 33 inmates. 16 of which are from Lubbock County. The remaining 17 are Parmer He informed the Court that the K-9 Officer, Bosco is now in Parmer Judge Carrasco informed the Court that he had signed the Senate Bill 22 paperwork and the County should be receiving the funds by the end of this month for the Sherrif's Office and the County attorney's Office.
