REGULAR MEETING FEBRUARY 25, 2019 Be it remembered on the 25th day of February 2019 at 10:02 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Read and Approve Minutes of the Previous Meeting Motion by White, seconded by Frye to approve the Minutes from the previous meeting with two corrections. Motion carried. 4 Consider Approval and Payment of the Accounts Payable - Sharon May Accounts payable were presented from the AP Claim List. Motion by Wilkins, seconded by Russell to approve the Payment of the Accounts Payable List as presented. Motion carried. See attached. 5. Consider Treasurer's Report-Sharon May (A.) Approve Calculated Payroll and Disbursement for all Parmer County Employees. Motion by Frye, seconded by White to approve the Calculated Payroll and Disbursement for all Parmer County Employees. Motion carried. See attached. 6. Consider Order Regarding Disposition of the Body of Deceased Paupers Judge Ellis presented an Order Regarding the Disposition of the Body of Deceased Paupers. He stated he had discussed this with the County Attorney and Dusty Hansard, the owner of Hansard Funeral Home in Motion by Frye, seconded by Wilkins to adopt the Order Regarding the Disposition of the Body of Deceased Paupers. Motion carried Friona. Both agreed with the Order. unanimously. 7. Consider Permanent School Fund Distribution Plan to the School Districts Judge Ellis presented a form for tallying the total scholastic census per school district as revised from the previous meeting. See attached. An motion was made by White, seconded by Wilkins to accept the form as ameans to help in the distribution of the funds. Motion carried. 8. Consider Request to Place a Water Line Under a County Road. An application was made by Henry Clark to place a PVC water line from the intersection of CR 4 and CR G approximately % mile west. Ar motion was made by Frye, seconded by White to approve the application for the water line. Motion carried unanimously. See attached. 9. Consider Request from Friona ISD to use Parmer County Permanent School Fund Money for Security Measures. Friona ISD presented invoices detailing the various projects related to security measures taken by the District totaling $17,126.57. See attached. Motion by Frye, seconded by Russell to approve the request of funds for Friona ISD. Motion. carried unanimously. 10. Consider Continuing Education Hours for the Parmer County District Clerk. See attached documentation. Motion by Frye, seconded by Wilkins to approve the District Clerk's CE for the 2018 calendar year. Motion carried. 11. Consider Selling One Acre Parcel of Land in Northeast Part of County The attorney for Caviness Beef Packers contacted the County Attorney who contacted Judge Ellis in regard to purchasing approximately one acre of county property. The land was supposedly acquired by the county due to unpaid taxes. Mention was also made by the Caviness attorney in regard to the possibility of a County Road adjacent to or through the property. After discussion, it was agreed that more investigation of the issue was necessary. In addition the procedure for the selling of County property must be Ar motion to delay any action on this issue until more information is obtained followed. was made by Frye and seconded by White. Motion carried. 12. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries requested approval to seek a grant from the Governor's office concerning rifle resistant body armor. This is a 100% grant with no matching funds required by the county. Motion by Frye, second by White to approve the Sheriff pursuing Sheriff Geries-presented the annual Racial Profiling Report. See Motion by Wilkins, seconded by Russell to accept the Sheriff's The Sheriff reported approximately 40 inmates at present. He also reported on his epartmemirrepeoentaton at the Friona the grant.
