REGULAR MEETING APRIL 11, 2022 Be it remembered on the 11th day of April 2022 at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Eric Geske, Sheriff Izzy Carrasco When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public made comments. 4. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes from the Regular Meeting on March 28, 2022 by White, seconded by Frye, the motion passed. 1 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for April 4th and 11th. Motion by Russell seconded by Wilkins to approve payment of the Accounts Payables as presented. Motion carried. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Motion by Frye, seconded by White to approve the Treasurer's Payroll Report for March 31, 2022. Motion carried. See attached. 7. Consider Resolution to Declare ARPA Funds as Loss Revenue due to COVID Outbreak Judge Ellis discussed this resolution with Alan Bristol from TAC. This will enable the county to utilize the ARPA funding for the County. Commissioner Wilkins made a motion to approve the Resolution as stated by Judge Ellis. Commissioner Frye seconded and the motion passed. See attached. 8. Consider 2022 Soil & Water Stewardship Week Proclamation Judge Ellis presented the proclamation as presented to the county by the USDA Soil & Water Division. Upon motion to approve the proclamation by Russell, seconded by Judge Ellis, the motion passed. See attached. 9. Consider Bond for Justice of the Peace Pct. 1 Judge Ellis presented the bond for Rhonda Wilkins, Justice of the Peace Pct. 1. Upon a motion by Frye, seconded by White to approve the bond, the motion passed. The bond is filed in the County Clerk's office. 10. Consider COVID-19 Administrative Leave Policy This policy is reviewed every quarter by the Court. Upon motion by Frye, seconded by White to continue the policy for another quarter, the motion passed. 11. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geske reported 33 total inmates as of today, 23 of which are being The Sheriff presented an Intergovernmental Agreement between Parmer County and Dawson County to house Dawson County prisoners in the housed for Deaf Smith County. 2 Parmer County Jail. He informed the Commissioners that it was the same agreement utilized for this purpose in the past. Sheriff Geske stated thatJeff Actkinson, County Attorney had reviewed the document. Upon motion by Judge Ellis to approve the agreement, seconded by Commissioner Frye, the motion passed. See attached. Consider Budgeting ARPA Monies for the County Consider ARPA Monies for the Rhea Fire Department 12. Budget Workshop The Court discussed various budget items for the ARPA money, including the Rhea Fire Department requests, the Parmer County Museum request, the election cybersecurity and equipment request, the Sheriff's Also discussed was preparing an agreement with each entity that receives monies as well as requiring receipts prior to the release of Commissioner White made the motion to approve ARPA monies for the Rhea Fire Department truck as discussed during the last meeting with receipts presented as well as the Parmer County Museum for monies up request for new HVAC and negative pressure cell. monies. to $25,000 with receipts presented.
