REGULAR MEETING FEBRUARY 14, 2022 Bei it remembered on the 14th day of February 2022 at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Charles Wilkins Casey Russell Sharon May Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Members Absent: Eric Geske, Sheriff Kenny White Commissioner Pct. #3 When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments No members of the public were present to make comments. 4. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes from the Regular Meeting on January 24, 2022 by Russell, seconded by Frye, the motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for January 28th for 2021 invoices. She then reported the Accounts Payable list for January 28th, February 1st and February 14th for 2022 invoices. 1 Motion by Frye seconded by Wilkins to approve payment of the Accounts Payables as presented. Motion carried. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Motion by Wilkins, seconded by Russell to approve the Treasurer's Payroll Report for January 31, 2022. Motion carried. See attached. 7. Discuss 2022 elections and Unbudgeted Mandates Susie Spring, County Clerk discussed the cost to the county for the new laws for elections put in place by the Texas Legislature. We recently had to do a required HASH test on all types of our election equipment that required four days of our IT consultant as well as a visit by an ES&S technician. She later found out we needed an update to our equipment to facilitate this test in the future as it is required to be done prior to each In addition to this cost to the county, there is also a fourth unplanned for election this year for amendments to the Texas Constitution. The Clerk requested the Court consider hiring an Elections Administrator as this portion of the Clerk's job is requiring more and more of her time. election. 8. Discuss and or Consider Outside Audit Firm Judge Ellis researched changing our audit firm. He contacted other counties for recommendations and requested a proposal from Doshier, Pickens & Francis, LLC (DP&F) with offices in Amarillo. The Commissioners reviewed and discussed the proposal. DP&F would do the audit in person unlike our previous auditors and the proposed cost is less expensive than in previous years. The time frame for reporting was also much more favorable to the County. Judge Ellis made a motion to accept the proposal from Doshier, Pickens & Francis, LLC to conduct the County audit for FY 2021. Commissioner Wilkins seconded and the motion passed. 9. Consider Contract for Lawn Service for the Parmer County Courthouse and Law Enforcement Center Commissioner Frye made a motion to renew the existing contract with Eric Chadwick for lawn services for another year. Commissioner Russell seconded and the motion passed. See attached. 2 10. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geske reported 22 total inmates as of today. Nine are being housed for Deaf Smith County. He requested to be allowed to bring the Racial Profiling Report to the next meeting as it is not completed. The Commissioners: agreed to putting it on the next agenda. With no further business to come before the Court, Commissioner Frye moved toa adjourn. Commissioner Russell seconded and adjournment was called at 11:27 o'clock A.M.
