REGULAR MEETING APRIL 25, 2022 Be it remembered on the 25th day of April 2022 at 10:05 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Eric Geske, Sheriff Izzy Carrasco Jeff Actkinson, County Attorney Sid Felan, Juvenile Probation Officer Jose Martinez, Juvenile Probation Officer Wendy Case, Parmer County Extension Agent Janelle Duffey, Parmer County Extension Agent When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public made comments. 4. Update Extension Activities- Wendy Case and Janelle Duffey Janelle Duffey updated the stock show activities she and Parmer County students participated in across the state. See attached. 1 Wendy Case reported on all other activities of the Extension Agency for Parmer County. See attached. 5. Discuss/Consider Purchase of Vehicle for the Juvenile Probation Office- Sid Felon, Jose Martinez and Jeff Actkinson Sid Felan presented the case for the purchase of a vehicle for transportingjwveniles to in-patient facilities, court hearings, doctors' appointments, etc. He stated he had transported in his personal vehicle for years. He stated that the liability is such that that is no longer Jose Martinez stated that in his previous position he had a county vehicle to transportjuveniles. He stated it was always an extra burden on the Sheriff Department to have the personnel to transport juveniles. Jeff Actkinson stated that the safety of the officer was also a consideration and a proper vehicle such as the Sheriff Department uses would be feasible. appropriate. Discussion was held about an interlocal agreement with Bailey County to shoulder some of the cost of the vehicle. The other option would be to dissolve the District Probation Office and establish one for Parmer County only. This would involve approval from the State. The decision was made that the Probation Officers would present their request to Bailey County and return to the Commissioners with the result of that conversation. 6.1 Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes from the Regular Meeting on April 11,2022 by White, seconded by Russell, the motion passed. 7. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for April 4th and 14th and 25th. Motion by Frye seconded by Wilkins to approve payment of the Accounts Payables as presented. Motion carried. See attached. 8. Consider Treasurer's Payroll Report-Sharon May Motion by Russell, seconded by White to approve the Treasurer's Payroll Report for April 14, 2022. Motion carried. See attached. 2 9. Consider Treasurer's Quarterly Report-Sharon May Sharon May reviewed the quarterly Report for the months of January Commissioner Frye made a motion to approve the Quarterly Report as presented by the Treasurer. Commissioner Wilkins seconded and the thru March 2022 for the Court. motion passed. See attached. 10. Consider Jose Martinez to be Enrolled in the Parmer County TCDRS Sid Felan has requested thatJose Martinez be added to the Parmer County retirement program as opposed to Bailey County because the Questions arose as to how the medical insurance is paid for and how the retirement would be paid. Judge Ellis thought that in the past, one county paid the medical insurance and one paid the retirement for the Previously, Parmer County paid the medical insurance sO it is unknown if Bailey County would do that if Parmer County paid the retirement. Judge Ellis made the motion to table this issue until clarification can be sought from Bailey County. Commissioner Wilkins seconded and the benefits are better. probation officer. motion passed. 11. Consider Approving District Attorney Jackie Claborn to be on Bank Accounts This consideration is for removing the past District Attorney as a signatory on the District Attorney bank accounts and replacing the Upon a motion by Frye to approve this change, seconded by White, the current District Attorney as signatory. motion passed. 12. Discuss/consider Precinct #1 Sick Hours Commissioner Frye stated that he had an employee that had run out of both sick and vacation hours due to an illness. The other two employees in the precinct have 58 and 60 hours of sick time and wished to donate a portion to the ill employee. Since this is not an option in the County's Handbook, the Commissioners: wanted to explore this option for the future. 3 Commissioner Russell made a motion to explore this possible change to the policy for a sick leave pool and bring a suggested policy back to the Court. Commissioner White seconded. The motion passed upon a 4 ayes toln nay vote. 14. Consider Parmer County Burn Ban Commissioner Frye made a motion to extend the existing burn ban as is for the next 90 days. Commissioner White seconded and the motion passed. 15.
