REGULAR SESSION MEETING SEPTEMBER 12, 2024 Be it remembered on the 12th day of September at 10:03 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Sandra Warren, District Clerk Awyna Sanchez, County Tax ASSesSor-Collector Pam Haseloff, JP #1 Deena Leuea, JP #2 Rhonda Wilkins, JP #1 Eric Geske, Sheriff Amy Dudley When the following was had and done, To-wit: Prior to the Regular Meeting of the Commissioners Court a Public Hearing was held to allow for comment on the 2025 Parmer County Budget and Adoption of the 2024 Tax Rate. No members of the public attended. Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from members of the public. 1 4. Consider and Discuss Adopting the 2025 Parmer County Budget Judge Carrasco discussed two changes from the proposed budget. Pct. 2 employee salaries were revised to the correct amount. Found on page 26, A change in the retirement allocation was made to accurately reflect the rate. Previously it was at a rate of 14.4% and was revised to 10.82%. See Judge Carrasco informed those present that this budget will raise less revenue from property taxes than last year's budget by an amount of $150,599.65 which is a 0.0283 percent decrease from last year's budget. Judge Carrasco made a motion to adopt the 2025 proposed budget with the changes discussed. Commissioner Frye seconded the motion. The vote was taken and the result was unanimous aye votes for passage of line item 022-613-103. attached. the 2025 Parmer County Budget. 5. Consider and Discuss Adopting the 2024 Tax Rate Judge Carrasco informed the Commissioners that the proposed tax rate per $100 valuation for 2024 will be lower than last year by 0.079%. This tax rate will raise less revenue from property taxes than last year's budget by an amount of $150,599.65 and is a decrease of .0283% from Judge Carrasco made a motion to set the 2024 tax rate as follows: General Fund: 0.2930. Commissioner White seconded and the motion Judge Carrasco made a motion to set the Farm to Market tax rate as follows: 0.0870. Commissioner Frye seconded and the motion passed by a majority vote. 7. Consider Approval and Payment of the Accounts Payable Sharon May, Treasurer reported the Accounts Payable List for August 26 and September 4th and 12th. Motion by Commissioner Wilkins, seconded by Commissioner Russell to approve Payment of the Accounts Payable' as presented. Motion carried by majority vote. See attached. 8. Consider Treasure's Payroll Report- Sharon May Judge Carrasco made the motion to approve the Treasurer's Payroll Report for August 30, 2024, Commissioner Frye seconded and the motion passed by majority vote. See attached. 9. Consider and Discuss Fixing Water Line under County Road Kevin Schueler made an application to repair a water line under County Road B by the Dixon house. Commissioner Wilkins made a motion to allow Mr. Schueler to repair the water line under the County Road. Commissioner Russell seconded and the motion passed by majority vote. 10. Consider and Discuss Water Line Under County Road Kevin Schueler made an application to place a water line under CR B. Commissioner Wilkins made a motion to allow for placement of a water line under CR B. Commissioner White seconded and the motion passed with a majority vote. 11.Consider and Discuss Any and all matters Concerning the Parmer County Law Enforcement Center Including but not Limited to: A. Consider and Discuss MOU with Auto Theft Task Force B. Consider and Discuss Maintenance Agreement with White Svcs. C.C Consider and Discuss Maintenance Agreement with Tremco Sheriff Geske noted that Parmer County is housing 21 inmates, 5 are He informed the Court that the Auto Theft Task Force was placing license readers throughout the County using a 2 year grant they received. This will help track auto theft and any cars possibly involved in criminal from Lamb County. 3 activity. The Sheriff proposes to pay our county's share of the project Commissioner Frye made a motion to approve the payment to the Task Force from the Sheriff's account. Commissioner White seconded and the The Sheriff presented a maintenance agreement with White Services for the HVAC system at the Sheriff's office and jail. This is the vendor that replaced the old system. Judge Carrasco made a motion to approve the contract. Commissioner Russell seconded and the motion passed by The Sheriff then presented a maintenance contract with Tremco. This vendor fixed the leak on the jail that had eluded other vendors' efforts. He discussed the extent of the plan. The Court had many questions and proposed that we also include the Courthouse in this agreement. Judge Carrasco made a motion to table this issue until further information could be obtained. Commissioner Wilkins seconded and the issue was With no further business to come before the Court, Commissioner White moved to adjourn.
