REGULAR SESSION MEETING MAY 8, 2023 Bei it remembered on the 8th day of May 2023 at 10:05 o'clock A.M., there was Begun and Holden al Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Awyna Sanchez, Tax Assessor-Collector Jessica White, Election Clerk Amy Dudley Judge Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Also Present: When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. There were no comments from the public. 4. Approve Minutes from Previous Meeting 3. Open Forum for Public Comments Upon motion to approve the minutes from the Regular Meeting on April 24th, 2023, by Judge Carrasco seconded by Commissioner White, the motion passed by majority vote. 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for April 28th and May 8th 2023. Motion by Judge Carrasco, seconded by Commissioner Russell to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 6.C Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for April 28, 2023 Commissioner White seconded and the motion 7. Consider and Discuss Advertising Bids for Bank Depository for Next Four passed by majority vote. See attached. Years Sharon May, treasurer reported that the County's four year bank depository agreement was due to expire the end of this month. First Bank and Trust has agreed to allow the County to continue as is until The Treasurer asked the Court to allow her to advertise a bid package for the Bank Depository for the County for the next four years with the target date of. July 1st to make a change or stay with the current bank. Commissioner Frye made the motion to allow the bid to be advertised. Commissioner White seconded and the motion passed unanimously. Susie Spring, County Clerk presented the plan for applying to the Secretary of State to be accepted as a County Wide Polling Place County. She discussed the advisory meeting held last week with representation from all parts of the County. She also detailed the pros of moving to this type polling place. She presented a list of equipment needed to fulfill the requirements of the Secretary of State for these type polling places. The County would only need to purchase two additional machines for each She emphasized that the only change in the polling place for the voters would be to place their paper ballots into a scanner to count the ballots at the polling place instead of at the Courthouse Election night. She noted various cost savings to the County if we go to this program. She presented a list of cost to buy the equipment. She recommended that the equipment be bought at this time using ARPA Funds, as the County would most likely be unable to purchase this equipment in the future bids can be let for the next four years. 8. Consider and Discuss Approval of County Wide Polling Places polling place to meet the requirements. 2 without these funds. She also informed the court that even if we stay with precinct voting that the equipment could still be utilized. Commissioner Frye made a motion to approve the County Wide Polling Places for Parmer County and to approve $72,500.00 for purchase of the equipment from the ARPA funds. Commissioner Russell seconded and the motion passed with a majority vote. See attached. 9. Consider and Discuss Cybersecurity Training through Texas Association of Counties Judge Carrasco reminded the Commissioners that it was time to signup for the yearly Cybersecurity training from TAC. Judge Carrasco made a motion to sign up all employees except road-hands for the training. Commissioner Frye seconded and the motion passed with a majority vote. 10. Consider and Discuss Water Line Under County Road Henry Clark has applied to place a 6 inch water line 44 mile west on CR F from FM 1172. Commissioner Frye made ai motion to approve the water line placement. Commissioner Russell seconded and the motion passed with a majority vote. See attached. 11. Consider and Discuss Continuing Education Hours for. JP# 1 and Veteran's Service Office Judge Carrasco mad a motion to approve 20 continuing education hours for Rhonda Wilkins, JP #1 and 14 continuing education hours for Richard Villarreal, Veteran's Service Officer. Commissioner White seconded and the motion passed with a majority vote. See attached. 12. Consider. Any and all Matters Concerning the Parmer County Law Enforcement Center Including but not Limited to: (A) Consider and Discuss Interlocal Cooperation Agreement between Parmer County and Lubbock County for Housing and Care of Inmates. Commissioner Wilkins made the motion to approve the Interlocal Agreement with Lubbock County. Judge Carrasco seconded and the Sheriff Geske stated that the Parmer County jail is housing 17 inmates. He informed the Court that he is organizing a meeting of the Local Emergency Management Committee. He is targeting June 6th for the motion passed with a majority vote. See attached. One of which is from Dawson County. meeting and stated all Commissioners will be invited. 3 He reported that the Friona Fire Department has plans for a new building which may house a DPS office and Sheriff's working space. He is also hoping they will include an Emergency Command Center in the building. With no further business to come before the Court, Commissioner White moved to adjourn.
