REGULAR MEETING SEPTEMBER 13 2021 Be it remembered on the 13th day of September 2021 at 10:06 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Trey Ellis Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Judge Absent: When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments No members of the public were present. 4. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes by White, seconded by Russell, the motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for September 2nd and 13th. Motion by Russell, seconded by Wilkins to approve payment of the Accounts Payables as presented. Motion carried. See attached. 1 6. Consider Treasurer's Payroll Report-Sharon May Motion by White, seconded by Wilkins to approve the Treasurer's Payroll Report for August 31, 2021. Motion carried. See attached. 7. Consider Opening a New Separate Interest-Bearing Account for the Received American Rescue Plan Act (ARPA) Funds Sharon May, County Treasurer reported that upon further investigation, the ARPA funds needed to be in a separate account rather than the General Fund account. The bank requires an approval from the Commissioners to open a new account. Upon motion by Russell, seconded by White to approve the opening of the new account, the motion passed. Enforcement Center. 8. Consider Any and All Matters Concerning the Parmer County Law Sheriff Geries presented the 2022 fees for his office for the Commissioners to review and approve. He stated that after reviewing other counties of like size we were in line and thus proposed no change in fees from 2021. After discussion, Commissioner White made the motion to accept the fees as presented. Commissioner Wilkins seconded the motion and it passed unanimously. See attached. Sheriff Geries reported 29 inmates as of today with one still housed in He reported that jury trials are scheduled for September 15th and 28th. Jurors will report to the Farwell Community Center and COVID protocols that are mandated by the Texas Supreme Court will be in place. He reported that the old generator had sold for $6800.00. Lubbock. See attached report. He informed the Court that the Sheriff's office participated in the incident at the grain elevator involving the recovery of a person who had fallen into the grain. He wanted to especially commend Bobby Martinez and The Sheriff also reported that he had transferred a person laterally to the open records position and now had an opening for a jailor. He stated the cameras were down in the jail today and the phone system is still not operational in the Courthouse.
