SPECIAL SESSION MEETING JANUARY 6, 2023 Bei it remembered on the 6th day of January 2023 at 10:02 o'clock A.M., there was Begun and Holden a Special Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Eric Geske, Sheriff David White Amy Dudley Judge Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Awyna Sanchez, Tax Assessor-Collector Mayra Chacon, Deputy County Clerk Gaylon Rhodes, Bovina Sr. Citizens When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. There were no comments from the public. 3. Open Forum for Public Comments 4. Consider Request for ARPA Funds for the Bovina Senior Citizens Center Gaylon Rhodes made a request for funding from the County's ARPA money. He informed the Court that COVID had a great impact to their fund-raising abilities as events had to be cancelled. He designated how the organization would utilize the monies. See attached. 1 After discussion, ai motion was made by Commissioner Wilkins to contribute $3000 for the parking lot and $12,000 for all the additional requests for a total of $15,000 from the ARPA Funds. Commissioner White seconded and the motion passed. 5. Read and Approve Minutes from Previous Meeting Upon motion to approve the minutes with the corrections, from the Regular Meeting on December 19, 2022, by Frye seconded Russell, motion passed. by the 6. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for December 20th ,27th, 30th 2022 and January 4th and 6th 2023 Motion by Russell, seconded by Frye to approve Payment of the Accounts Payable as presented. Motion carried. See attached. 7. Consider Treasurer's Payroll Report-Sharon May Commissioner White made the motion to approve the Treasurer's Payroll Report for December 30, 2022. Commissioner Wilkins seconded and the 8. Consider Engagement Letter from Dosher, Pickens & Francis, LLC for the motion passed. See attached. 2022 Financial Audit Judge Carrasco presented the engagement letter for the 2022 Parmer County Audit. See attached. This is the firm that completed the audit for 2021 for the County. The pricing is not to exceed $29,500.00. This is slightly higher than last year. Commissioner Frye made ai motion to accept the engagement with Dosher, Pickens & Francis, LLC. Commissioner White seconded and the motion passed. 9. Consider Setting Terms of Commissioners Court for Regular Meetings Commissioner Russell made the motion that the Court continue the schedule set in 2022. That regular meetings be held the 2nd and 4th Monday of every month at 10A AM, with the exception that in August, meetings be held every Monday due to the budget process. Commissioner White seconded and the motion passed. 2 10. Consider the 2023 Parmer County Holliday Schedule Judge Carrasco presented the 2023 proposed holiday schedule. Iti includes the exact same number as in previous years. See attached. Upon motion from Frye, seconded by Russell to accept the schedule as presented, the motion passed. 11. Draw the 2023 Salary Grievance Committee Atotal of nine members and two alternates were drawn from the Jury Pool. See attached list. Commissioner White made a motion to approve the names drawn, Commissioner Frye seconded and the motion passed. 12. Consider the COVID-19 Administrative Leave Policy Judge Carrasco read portions of the existing policy and suggested that a revision should be considered. Commissioner Wilkins made a motion to table the issue and revise the policy. Commissioner Russell seconded and 13. Consider Any and All Matters concerning the Parmer County Law the motion passed. The Sheriff reported 37 inmates with 11 of those from Deaf Smith County He stated that the ARPA money for the Department's new vehicle covered only the purchase price of the vehicle and not the additional equipment needed to outfit a patrol vehicle. Commissioner Frye suggested that he put that item on the next agenda and the Court would consider the additional The Judge informed the Court of a meeting with District Judge Gurley, the Sheriff and the Chief Deputy. Under discussion was Courthouse security. Judge Gurley learned of a group that will come and evaluate the security of the Courthouse and make recommendations: at no cost to the County.
