REGULAR MEETING JULY 25, 2022 Be it remembered on the 25th day ofJuly 2022 at 10:10 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Charles Wilkins Kenny White Sharon May Susie Spring Casey Russell Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 County Treasurer County Clerk Commissioner Pct. #4 Absent: Also Present: Monty Schueler, Rhea-Hollene Fire Dept. Robert Chad Lydick Kolter Defoor Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of' Texas. 3. Open Forum for Public Comments There were no comments from the public. 4. Consider Garage for Fire Trucks at Rhea Monty Schueler informed the Court he had obtained a bid for a 30X60 addition to the north side of the existing fire department building. He stated it would not have concrete flooring but caliche. He said the bid was approximately $39,000 for the structure, $7471.50 for the foam insulation, and approximately $500 for the electrical. This would enable 1 the department to park all vehicles under cover with additional space for the future. This would bring the approximate total to $50,000. Commissioner White made the motion to approve $50,000 from the ARPA monies with receipts due prior to transferring the money to the Fire Department. Commissioner Wilkins seconded and the motion passed. Monty Schueler also reported on discussions with Curtis and Debbie Allen as to a lease for the building or transferring the deed to the fire department sO that no taxes are owed on that property that is deeded over. They are still exploring this option. 5. Consider Subdivision Rules - Chad Lydick Chad Lydick and Kolter Defoor discussed a planned subdivision by the Country Club area. It would consist of 178 acres divided into 52, one to three acre lots. The majority of the lots would be for single family residences with a small portion that may be commercial. They came before the Commissioners to discuss any applicable county rules for that area. In discussions with the City of Farwell, they were informed no city water would be provided. They discussed building of roads for this area. The Commissioners stated that the County would not Discussion was held in regard to forming an HOA to handle the cost of maintenance of roads. Each lot owner will also have to provide a well for water and have a septic system. The septic system will be permitted by Commissioner Wilkins asked that the County Attorney draw up an agreement that the County would not maintain the roads. All parties were agreeable to that. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for July 15th and 25th Motion by Frye, seconded by Wilkins to approve Payment of the Accounts Payable as presented. Motion carried. See attached. 8. Consider Treasurer's Payroll Report-Sharon May Commissioner White made the motion to approve the Treasurer's Payroll Report for July 15, 2022. Commissioner Frye seconded and the motion passed. See attached. 9. Consider Treasurer's Quarterly Report Sharon May presented the 2nd Quarter Report. See attached. After review, upon motion by Commissioner Frye to accept the report, seconded by Commissioner Wilkins, the motion passed. 10. Consider CSI Plan from Stacey Bruington This program was presented in the last Commissioner's Court meeting. Iti is a Texas Association of Counties incentive to promote "Healthy Counties". TAC allows the County to use $5000 of TAC funding to offer employees incentives for participating in challenges in activities to promote Judge Ellis made the motion that Parmer County agree to participate in the program. Commissioner Frye seconded and the motion passed. health. 11. Consider COVID-19 Administrative Leave Policy Each quarter, the Court assesses the need for continuing this policy. With the COVID numbers again on the rise, Commissioner Frye made the motion to continue the policy for the 3rd quarter. Commissioner Wilkins seconded the motion and the motion passed. 12. Consider Parmer County Burn Ban With the recognition that the County is still in drought conditions, Commissioner White made the motion to continue the burn ban for the next 90 days. Commissioner Frye seconded and the motion passed. 13. Consider Any and All Matters concerning the Parmer County Law Enforcement Center. In Sheriff Geske's absence, Amy Dudley made the Sheriff's Office Report. 3 She reported thirty inmates with 14 of those from Deaf Smith County. She reported there is still a Deputy position vacant. With no further business to come before the Court, Commissioner White moved to adjourn. Commissioner Frye seconded and adjournment was called at 11:20 The Court was called back to order at 11:40 A.M. for the Budget Workshop. Judge Ellis presented the "Certification for the 2022 Appraisal Roll" for both the taxable property and the FM Road taxable property from Jill Timms, Chief At 12:05 P.M., Judge Ellis made a motion to adjourn for lunch and reconvene at 1:30 P.M. commissioner Wilkins seconded and the motion passed. At 1:34 P.M., the Court reconvened to continue the Budget discussion. o'clock A.M. Appraiser. The Capital Budget was reviewed. The proposal for the addition of a part time position for an Election Clerk was reviewed. Each Precinct budget was reviewed. Due to the fact that final numbers have not been received from the Appraisal District the court was unable to go further in their discussions.
