SPECIAL MEETING FEBRUARY 7, 2020 Be it remembered on the 7th day of February 2020 at 10:08 o'clock A.M., there was Begun and Holden a Special Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Trey Ellis Sharon May Susie Spring Casey Russell Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Judge County Treasurer County Clerk Commissioner Pct. #4 Absent: When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Read and Approve Minutes of the Previous Meeting Motion by White, seconded by Wilkins to approve the Minutes from the January 27, 2020 Regular Meeting with two corrections. Motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for the last of the 2019 She then reported the Accounts Payable List for February 7th, bills paid on January 28, 2020. 1 Motion by Frye, seconded by Wilkins to approve payment of the Accounts Payable for 2019 and 2020. Motion carried. See attached. 6. Consider Treasurer's Report-Sharon May Motion by Wilkins, seconded by Frye to approve the Treasurer's Payroll The Treasurer then reported the quarterly Report for the period October 1st through December 31st, On motion by Frye, seconded by White to accept the report as presented, the motion passed. See attached. 7. Consider Any and All Matters Concerning the Parmer County Law Report for January 31st. Motion carried. See attached. Enforcement Center Sheriff Geries presented a Parmer County Employee Handbook Policy change. Previously Jailers were paid on a 40 hour work week. He would like to change the hours based upon the 207 K code exemption and proposes placing the jailers on a 28 consecutive day work period for 168 Upon lengthy discussion, Judge Ellis made the motion to table this issue until additional information can be obtained from TAC. Commissioner Sheriff Geries reported that the District Attorney has requested cell phones for herself and her investigator. These are the phones provided to the Sheriff's Office employees and the County Judge for conduction of County business. Discussion was held that Bailey County should pay their portion of her expenses in obtaining these phones. Upon motion by White, seconded by Frye to table this issue until the Judge speaks to the DA and has a chance to confirm with Bailey County Sheriff Geries presented the renewal of the Interlocal Agreement between Parmer County and Lubbock County for housing inmates. The Sheriff clarified that this agreement was seldom used however if the need arises to house a high risk or high medical maintenance inmate that we can not accommodate, Lubbock County is willing to accept the inmate. Upon motion by White, seconded by Frye to accept the contract renewal, hours. White seconded and the motion passed. their willingness to support this, the motion carried. the motion passed. See attached. 2 The Sheriff reported that the Department was participating in the Chieftain Choices, a Career Day at Friona High School today. He also reported that PMC will be holding a table top Disaster Drill on He reported on the grass fire between Bovina and Friona on HWY 60 on Monday. During that incident there was an inmate being processed into the jail who suffered a medical incident. He reported that three of the jail employees responded appropriately to the emergency until the Farwell Sheriff Geries reported a total of30 total inmates. 13 of these are from He also reported that he has hired one employee and still has a Judge Ellis reported that Kathy Davenport from TAC presented the County a Quarterly Review of the health insurance usage for the county.
