REGULAR MEETING AUGUST 29, 2022 Be it remembered on the 29th day of August 2022 at 10:00 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Izzy Carrasco Amy Dudley Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Justin Burrus, Lazbuddie FD Sid Felon, Juvenile Probation Jose Martinez, Juvenile Probation When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from the public. 4. Consider Adopting the 2023 Parmer County Budget Judge Ellis stated that he and Treasurer Sharon May had made some corrections to the proposed budget. For example, the subsidy to the Parmer County Museum was initially left out and was re-added. Salaries 1 were adjusted for the 3% as agreed for the FCS and CEA. The total budget amount increased but the tax rate was unaffected. Commissioner Frye made the motion to adopt the 2023 Budget of $6,917,633.84. Commissioner White seconded and the vote was as follows: Commissioner Frye-Yes Commissioner Wilkins-Yes Commissioner White-Yes Commissioner Russell-Yes Judge Ellis-Yes The motion passed. 5. Consider Adopting the 2022 Parmer County Tax Rate. Judge Ellis reviewed the following proposed tax rate: General Fund 0.3792, Farm to Market Fund 0.1100, Interest and Sinking Fund 0.0228. Commissioner Russell made the motion to accept the proposed tax rate of0.5120 as stated by the Judge. Commissioner Wilkins seconded and Resulting in an overall rate of0.5120. the vote was as follows: Commissioner Frye-Yes Commissioner Wilkins-Yes Commissioner White-Yes Commissioner Russell-Yes Judge Ellis-Yes The motion passed. 6. Read and Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on August 22, 2022, with correction of the typo, by Commissioner Frye, seconded by Wilkins, the motion passed. 7. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for August 23rd and 29th Motion by Frye, seconded by White to approve Payment of the Accounts Payable as presented. Motion carried. See attached. 8. Consider Treasurer's Payroll Report-Sharon May Judge Ellis made the motion to table the Treasurer's Payroll Report until the next Regular Meeting on September12, 2022. Commissioner Frye seconded and the motion passed. 2 9. Consider Fire Truck and/or Accessories for Lazbuddie Fire Department Justin Burris informed the Court that the Lazbuddie FD had received a grant from the Texas A&M Forest Service for purchase of a new truck. The grant falls short of providing money for the conversion of the truck to Justin presented the Court with the estimate for upgrading the truck. The cost estimate is $79,820.00. Judge Ellis stated that these monies would Commissioner Russell made a motion that the County utilize ARPA monies to provide the Lazbuddie FD with the needed funds for the conversion of the truck. Commissioner Wilkins seconded and the motion passed. Judge Ellis explained that the Lazbuddie FD would need to sign an agreement to provide invoices and receipts to the County, as well as house the tank and pump, etc. fall under the ARPA guidelines for use of that money. participate in an audit of how the funds were utilized. 10. Consider Any and All Matters concerning the Parmer County Law Enforcement Center. Consider Sheriff's Office Vehicle for Juvenile Probation Department The Sheriff reported 25 inmates with 13 of those from Deaf Smith County. A discussion was then held in regard to the Traverse being made available Sid Felon requested that new tires be placed on the vehicle. The question arose of who would pay maintenance and repairs as well as insurance for The Commissioners were of the opinion that the Probation Department furnish that for the vehicle. Mr. Felon felt that the County should be The Sheriff expressed concern that if the Traverse was transferred and he received a new vehicle that the rotation schedule for the SO vehicles would be thrown off and certain years would require large expenditures to replace Discussion was held to give the Probation Department 60% of the cost of a new vehicle with Bailey County providing the other 40%. He also asked for Bailey County's opinion on maintenance and insurance. He then suggested that Probation meet with the Juvenile Board to ascertain their Judge Ellis made a motion to table this issue until the next meeting in hopes those tasks could be accomplished. Commissioner White seconded commitment. and the motion passed. With no further business to come before the Court, Commissioner White moved to adjourn.
