REGULAR SESSION MEETING JANUARY 8, 2024 Be it remembered on the 8th day of January 2024 at 10:02 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Casey Russell Sharon May Susie Spring Charles Wilkins Kenny White Judge Commissioner Pct. #1 Commissioner Pct. #4 County Treasurer County Clerk Commissioner Pct. #2 Commissioner Pct. #3 Absent: Also Present: Awyna Sanchez, Tax Assessor/Collector Eric Geske, Sheriff Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of' Texas. 3. Open Forum for Public Comments There were no members of the public present. 4. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on December 21, 2023, by Commissioner Frye, seconded by Commissioner Russell, the motion passed by majority vote. 1 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for December 29, 2023 and January 8, 2024 for fiscal year 2023. She then reported the Accounts Payable List for. January 2nd and 8th 2024 for the invoices for this fiscal year. Motion by Commissioner Russell, seconded by Commissioner Frye to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. A question was asked in regard to the JP reporting mileage payable for one year. After discussion, the court requested the Treasurer receive those payable requests quarterly. 6. Consider Treasurer's Payroll Report-Sharon May Judge Carrasco made the motion to approve the Treasurer's Payroll Report for December 31, 2023. Commissioner Frye seconded and the motion passed by majority vote. See attached. 7. Consider and Discuss Regular Meeting and Budget Workshop Schedule for Commissioner's Court Commissioners discussed meeting on the following days in addition to the scheduled 2nd and 4th Mondays of each month: July 29th, August 5th and 19th and Tuesday, September 3rd and September 16th. After discussion, upon a motion by Judge Carrasco to approve the additional dates as well as the Regular Meetings on the 2nd and 4th Monday of each month, seconded by Commissioner Frye, the motion passed with a majority vote. 8. Draw the 2024 Salary Grievance Committee The attached nine names and two alternate names were drawn for the Upon a motion by Commissioner Frye to appoint the names drawn, seconded by Commissioner Russell, the motion passed by majority vote. 2024 Grievance committee. Consider and Discuss Continuing Education Hours for Parmer County Tax Assessor/Collector 2 Upon a motion by Commissioner Russell to approve the continuing education hours for the Tax Assessor/Colector, seconded by Commissioner Frye, the motion passed by majority vote. See attached. 10. Consider Any and all Matters Concerning the Parmer County Law Enforcement Center Sheriff Geske stated that the Parmer County jail is housing 32 inmates. 14 of which are from Lubbock County. The remaining 18 are Parmer He reported the jail has billed out $329,325.00 for housing out of county He reported on the agreement with the City of Friona to house the Sheriff's office space in Friona. The cost to the County is $500.00 per month for rent and utilities and $200.00 per month for wifi. On a motion by Commissioner Frye to approve the agreement, seconded by Commissioner The Sheriff also informed the Court that the Jail has been on a 30 day probation for not meeting jail standards due to misclassification of inmates.
