REGULAR MEETING JUNE 14, 2021 Be it remembered on the 14th day ofJune 2021 at 10:10 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 Judge County Treasurer County Clerk Also present: Wendy Case, County Extension Services Janelle Duffey, County Extension Services Wendy Carthel, Parmer County Heritage Society When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public had comments. 4. Update from IPM Agent - John Thoebe John Thoebe was unable to attend. 5. Update on Extension Activities Wendy Case presented an update for the past six months. See attached. Janelle Duffey reported two teams attended the State competition. The livestock team and the meat team went to state. 1 6. Consider Renovations to the American Legion Building in Friona Wendy Carthel the Director of the Parmer County Museum presented the background of the American Legion Building. She detailed the needed renovations and presented a previous bid detailing the work needed. She stated that that bid was no longer valid and the scope has since changed. They were only replacing the roof and adding a large door at present. She stated the Museum had paid $23,000 as a first payment. She expects the Economic Development Corporation in Friona to donate $25,000. She is asking for the county to contribute $25,000. Once the roof and door are completed, the remaining money will be utilized to configure the building The Museum receives a $17,000 stipend from the County yearly to pay operating costs. Discussion ensued. The Commissioners were in agreement that they would like to contribute but wanted the budgeting process that will be taking place this next month to be completed before considering the amount of money that could be donated. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes by White with the noted correction, seconded by Russell, the motion passed. 8. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for June 3rd and 14th Motion by Frye, seconded by Wilkins to approve payment of the Accounts Payables as presented. Motion carried. See attached. 9. Consider Treasurer's Payroll Report-Sharon May Motion by Russell, seconded by Frye to approve the Treasurer's Payroll Report for May 28, 2021. Motion carried. See attached. 10. Discuss and Consider JP Pay for Pct. #1 Judge Ellis reported thatJP Pct. #2 and JP Pct. #3 have requested additional compensation for adding to their workload with JP Pct. #1 office vacant. 2 Judge Ellis made a motion to compensate the JPs $200 per month each beginning in June until the JPI Pct. #1 vacancy is filled. His motion included the statement that this compensation would not be considered in the application of any raises for the next budgetyear. A discussion was held considering the precedents that had been set in relation to vacancies in the JP offices in the past. For want of a second, Commissioner White made a motion to table this issue, Commissioner the motion died. Russell seconded and the motion passed. 11. Consider Contract for Collection Services for. JP courts After discussion at the last meeting in regard to this issue, the JPs considered Perdue, Brandon but preferred to stay with the GHS contract. Commissioner Russell made a motion to accept the GHS contract. Judge Ellis seconded and the motion passed. See attached. 12. Consider Bond for Deputy County Clerk Judge Ellis presented the bond for Breann Saenz, A Deputy County Clerk. On a motion by Frye to accept the bond, seconded by Wilkins, the motion passed. 13. Consider Parmer County Burn Ban and Discuss Fireworks Discussion was held. The Burn Ban remains in effect until August, theretore no action was taken on this item. 14. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center. the Lubbock County Jail.
