REGULAR SESSION MEETING DECEMBER 11, 2023 Beitremembered on the 11th day of December, 2023 at 10:00 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Awyna Sanchez, Tax Assessor/Colector Eric Geske, Sheriff Amy Dudley Clint Mears, Friona Star Robert Goff, NewTex IT Solutions Loren Martin When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Courtin prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from the public. 4. Consider and Discuss Service Agreement with NewTex IT Solutions LLC Robert Goff, owner of New/Tex informed the Court that Southwest Business Solutions, the County's long term IT services provider has closed due to retirement of the owners of December 1, 2023. Robert, 1 who was an employee and the County IT technician, has taken over the He presented an agreement for his new business to fill the void left by the dissolution of SWB Solutions. Costs remain the same as the previous Commissioner Frye made a motion to pay the new business for the month of December 2023 and to enter into the new contract for the calendar year of 2024 with yearly renewals. Commissioner Wilkins seconded and the motion passed with a majority vote. See attached. clients and business from SWB Solutions. provider of the services as do the hours on site. 5. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on November 27, 2023, by Commissioner Frye, seconded by Commissioner Russell, the motion passed by majority vote. 6. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for December 4th and 11th 2023. Motion by Judge Carrasco, seconded by Commissioner Frye to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 7. Consider Treasurer's Payroll Report-Sharon May Commissioner White made the motion to approve the Treasurer's Payroll Report for November 30th 2023 Commissioner Russell seconded and the motion passed by majority vote. See attached. 8. Consider and Discuss the Avenue Contract Renewal Susie Spring, County Clerk informed the Court that Avenue is our vendor for filing documents for open Public Records for the County. The contract was due for renewal in June but Avenue did not submit the The new renewal is for five years, with yearly renewals. The price increase is $150.00 over what we have been paying for the last several years. This was added to the 2024 budget approved earlier this year. Included in this renewal is new equipment furnished by Avenue. Judge Carrasco made the motion to approve the renewal with Avenue, Commissioner White seconded and the motion passed with a majority new contract until this month. vote. 2 9. Consider and Discuss 2024 Parmer County Open Public Records Fee Schedule 10. Consider and Discuss Records Management Fee and Records Archive Fee Upon the County Clerk's suggestion, these two items will be considered together. The 88th Legislature repealed some of the fees the Clerks were able to charge. Susie Spring, County Clerk informed the Court that as she was removing those fees, she decided to review all the fees. Since she has been in office the $10.00 fee for Archives and $10.00 fee for Records Management have been utilized but, since she was unaware of when the Commissioners Court actually approved those in the past, As far as the additional updated fees are concerned, they are all authorized by LGC 118.001 thus, need no vote by the Commissioners. Upon motion by Commissioner Wilkins to approve the $10.00 Archive Fee and $10.00 Records Management Fee, seconded by Commissioner she is asking that they be re-approved. Frye, the motion passed by majority vote. 11. Consider and Discuss Fire Reports A discussion was held in regard to the fact that each year, the County budgets $150,000.00 for the five Fire Departments in the County. Each one receives a portion of the money in January of each year. The remaining money of $40,000 is then divided at the end of the year based upon the number of responses outside the municipalities and in the Judge Carrasco noted that Rhea-Hollene traditionally only collected their upfront money and nothing for the additional runs. He suggested they begin receiving payment for those. He also said he had reviewed the reports from each Department and reported the following number of County. runs: Bovina Friona Farwell Lazbuddie Rhea-Hollene 23 57 48 28 3 Each Department will receive $251.57 per call. 3 On a motion by Judge Carrasco to approve the above stated numbers, Commissioner White seconded and the motion passed with a majority vote. 12. Consider and Discuss Parmer County Burn Ban A discussion was held as to whether the burn ban should be reinstated. Commissioner Wilkins made a motion to not reinstate the burn ban. The Commissioner Russell made a motion to reinstate the burn ban. Commissioner Frye seconded and the motion passed with a majority motion died for lack of a second. vote. 13. Consider Any and all Matters Concerning the Parmer County Law Enforcement Center Sheriff Geske stated that the Parmer County jail is housing 41 inmates. 15 of which are from Lubbock County. The remaining 26 are Parmer The Sheriff reported he is working on the agreement with the City of Friona County inmates. to provide coverage. With no further business to come before the Court, Commissioner White moved to adjourn.
