REGULAR MEETING JANUARY 28, 2019 Be it remembered on the 28th day of. January 2019 at 10:00 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Sidnee McDonald Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge Chief Deputy Clerk Also present were: Donnelle Jones Koley Schaffner Kathy Davenport Stacey Bruington Kendall Tidwell Bill Taylor Jake Maenius Garrett Clark Todd Christian Call to Order 1. Prayer Parmer County SWCD Warrren CAT TAC HEBP TAC Wellness Consultant NRCS NRCS NRCS PCS & W Dist. PCS & W Dist. When the following was had and done, To-wit: Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Update on Watershed Structures- Bill Taylor Jake Maenius discussed and went over the Management Plan and Agreement for the Watershed Structures. He made aware the responsibilities for both owners and sponsors such as maintenance and operations. The Emergency Action plan was updated with the new Commissioners names and numbers. Also discussed was TCEQ and how the guidelines that need to be followed come from them. TCEQ also preforms the final Bill Taylor gave a Power Point presentation on each RW dam and the inspections that are done on the Dams. details of each. See Attached. 4. Discuss Health Insurance Benefits through Texas Association of Counties- Kathy Davenport Kathy touched base and made sure there were no questions from the new Commissioners, also informed the court about the upcoming boot She advised that the pharmacy for the Insurance has changed and that ifanyone was having problems, to please let her know. Stacey Bruington was introduced and will be helping with our County camp and conferences regarding the insurance. Wellness and Information. See attached. 5. Read and Approve Minutes from Previous Meeting Motion by Frye, seconded by White to approve the Minutes from the previous meeting. Motion carried unanimously. 6. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon reported the AP Claims List, and stated it was the Final Bills for 2018, and that she would be closing 2018, and 2019 bills were presented. Motion by White, seconded by Russell to approve the Payment of the Accounts Payable. Motion carried. See attached. 7. Consider Treasurer's Report- Sharon May (A) No changes were made from the previous month for the Calculated Payroll. Motion by Frye, seconded by Wilkins to approve the calculated payroll. Motion carried, see attached. (B) Quarterly Report was presented. Motion by White, seconded by Russel to approve the Quarterly Report. Motion carried, see attached. 8. Consider Parmer County Burn Ban After discussion, Commissioners agreed to table the Burn Ban until the next Commissioners Court. Motion by Ellis, seconded by White to table the Burn Ban for Parmer County. Motion carried. 9. Consider Purchase of Roadgrader for use in Precinct #4 Koley Schaffner from Warren CAT discussed that the 2018 model that was to be purchased was changed to a 2019 model, with a 5 year The Model is in stock, and the total cost for the roadgrader is $258,400.00. With the trade in value of $147,000.00 for the old grader, Motion by Frye, seconded by White to approve the purchase of the Roadgrader for Precinct #4. Motion carried. See attached. 5,000 hours coverage. the purchase price is $111,400.00. 10. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries reported that there are 38 inmates currently. 22 are from Castro County or Deaf Smith and are billing inmates. He reported that the front Administrative bathrooms will be having plumbing work completed and should cost around $700.00. He stated that there have been no major accidents and a few trailer thefts that are being investigated. With no further business to come before the court, Commissioner Frye moved to adjourn.
