REGULAR SESSION MEETING MAY 13, 2024 Be it remembered on the 13th day of May at 10:05 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Awyna Sanchez, Tax Assessor-Collector Eric Geske, Sheriff Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments There were no comments from members of the public. 4. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on April 22, 2024, by Commissioner Frye, seconded by Commissioner Russell, the motion passed by ai majority vote. 1 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for April 26th and May 3rd and 13th. Motion by Commissioner Wilkins, seconded by Commissioner Frye to approve Payment of the Accounts Payable as presented with the correction to the check for Triple S Glass. Motion carried by majority vote. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Judge Carrasco made the motion to approve the Treasurer's Payroll Report for April 30, 2024, Commissioner White seconded and the motion passed by majority vote. See attached. 7. Consider and Discuss Order Appointing Visiting County Judge Judge Carrasco stated he had been visiting Judge in Bailey County for last week and this week. He knew Parmer County had Visiting Judges in the past and wanted to update that appointment. He proposed a list of County Judges from the following counties: Lamb, Oldham, Deaf Smith and Bailey. On a motion from Commissioner Frye to appoint the suggested Judges, seconded by Commissioner Wilkins, the motion passed by majority vote. See attached Order. 8. Consider and Discuss Yearly Payment for Heart Monitor Defibrillator for Lazbuddie Volunteer Fire Dept. Previously the County helped the Lazbuddie FD with this payment when they were unable to pay the required payment. They are again asking for help. The Commissioners discussed the vital need for this equipment in On a motion by Commissioner Russell to help Lazbuddie pay for this equipment through the ARPA funds, seconded by Commissioner Wilkins, the Lazbudddie area. the motion passed with a majority vote. See attached. 9. Consider and Discuss Purchase of Roadgrader for use in Pct. #4 Commissioner Russell stated that he is purchasing a John Deere 672G Roadgrader for his Precinct use. He stated the total cost for the equipment is: $420,000.00. He is using $230,000.00 received for trade in of2 old pieces of equipment for payment of the new model. He is planning to finance $190,000.00 from First National Bank for the remaining amount of purchase. See attached lease. 2 Commissioner White made a motion to approve the purchase and financing of the equipment. Commissioner Wilkins seconded and the motion passed with a majority vote. 10. Consider and Discuss Rescheduling Commissioners Court due to Memorial Day Judge Carrasco suggested moving the meeting to next Monday May 20th, Upon a motion by Commissioner Frye to move the Regular Commissioners Court meeting from May 27th to May 20th Judge Carrasco seconded and the motion passed by majority vote. 11. Consider and Discuss Renewing Contract with Newtex IT Solutions for Back-up software This is a yearly renewal for off-site back-up software. Upon a motion by Commissioner Russell to renew the contract, seconded by Commissioner White, the motion passed by majority vote. See attached. 12. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Including but not Limited to: Sheriff Geske reported that the Parmer County Jail is housing 18 inmates. At present no inmates from other counties are being housed. He stated that his office is ordering fire arms, accessories and ammunition He stated that Bret Wilson had been promoted to Lieutenant replacing Ross Braillif. He also reported the hiring of a new jailer with one jailer with SB 22 funds. position still vacant. With no further business to come before the Court, Commissioner White moved to adjourn.
