REGULAR MEETING DECEMBER 21, 2018 Be it remembered on the 21st day of December 2018 at 10:02 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Steve Cockerham Kenny White Lloyd Bradshaw Trey Ellis Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge Deputy Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Read and approve Minutes from Previous Meeting Motion by Bradshaw, seconded by White to approve the Minutes from the previous meeting. Motion carried unanimously. 4. Consider Approval and Payment of Accounts Payable - Larry Johnston Motion by White, seconded by Frye to approve the Payment of Bills/Accounts as presented by Mr. Johnston. Motion carried unanimously. See attached. 5. Consider Treasurer's Report - Altha Herington Motion by Frye, seconded by White to approve the monthly Treasurer's report. Motion carried unanimously. See attached. (A) Approve Calculated Payroll and Disbursement for all Parmer County Employees and Elected Officials. See attached. Motion by Cockerham, seconded by Bradshaw to approve the December 15th and December 31st Calculated Payroll and Disbursement for all County Employees and Elected Officials. Motion carried unanimously. See attached. 6. Consider budget Transfers and Amendments. Mr. Johnston presented three budget amendments. See attached. Motion by Frye, seconded by Cockerham to approve the budget Mr. Johnston presented numerous budget transfers. See attached. Motion by White, seconded by Bradshaw to approve the budget amendments. Motion carried unanimously. transfers Motion carried unanimously. 7. Agenda items 7 and 8 were combined into Consider Approval of Bonds for all newly elected and re-elected county officials. The following bonds were presented: County Judge, Commissioners Precincts 1, 2 and 4, Justices of the Peace Precincts 1, 2 and 3, District Clerk, County Treasurer, County Clerk. The bond for the Justice of the Peace Precinct 2 was for one Motion by Frye, seconded by White to approve the above bonds. Motion carried unanimously. Bonds will be filed with the County year and that will be corrected to four years. Clerk's Office. 9. Consider Engagement Letter with CRI for the Outside Audit After discussion of an increase in cost over last year, Motion by Frye, seconded by White to approve the letter of engagement. Motion carried unanimously. See attached. 10. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries reported that there are 42 inmates currently. 19 are from other counties and are billing inmates. He reported this year to date they have had 415 bookings and 11,297 bed days. This averages 28 inmates per day and 27.22 bed He reported $91,580.00 billed to date for housing other counties He stated that he is fully staffed at the present and has 2 days per day. inmates. employees in training.
