REGULAR SESSION MEETING MARCH 27, 2023 Bei it remembered on the 27th day of March 2023 at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Casey Russell Sharon May Susie Spring Kenny White Eric Geske, Sheriff Amy Dudley Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Commissioner Pct. #3 Absent: Also Present: Awyna Sanchez, Tax Assessor-Collector When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. There were no comments from the public. 4. Approve Minutes from Previous Meeting 3. Open Forum for Public Comments Upon motion to approve the minutes, with one correction, from the Regular Meeting on March 13, 2023, by Judge Carrasco seconded by Commissioner Frye, the motion passed by majority vote. 1 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for March 27, 2023. Motion by Commissioner Frye, seconded by Commissioner Russell to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Commissioner Wilkins made the motion to approve the Treasurer's Payroll Report for March 15, 2023, Commissioner Frye seconded and the motion passed by majority vote. See attached. 7. Consider and Discuss Contract with Auctioneer Express In the absence of Commissioner White, Commissioners Frye and Wilkins explained the purpose of this contract. Normally the Commissioners participate in a buy back program for their big equipment such as road graders. This program lessens the cost of new equipment. Commissioner White has had this equipment longer than the 5 year buy back program. He believes he may receive more money for the equipment at an auction as used equipment is selling for a higher price than in the past. He would like to retain this company to hold the auction. After discussion, Commissioner Wilkins made the motion to approve the contract. Commissioner Russell seconded and the motion passed by majority vote. See attached. 8. Consider County Wide Polling Places Susie Spring, County Clerk, discussed the possibility of Parmer County having voting centers for County elections. This would set up four voting centers, one in each Commissioner's precinct, at which anyone in Parmer County could vote. Initially it would require an outlay of money to become compliant with the program. Scanners and printers would be required in each polling place. We do: not have this equipment now. The equipment we do have will continue to be utilized under this program. For example, under this program, a voter living in Pct. 303 that lived near Bovina could vote in Bovina instead of having to drive to Farwell as they do now. The is a lengthy procedure that must be followed and submitted to the Secretary of State to enable the County to obtain approval for this program. Iti is a great deal of work and before proceeding, the Clerk wanted Upon discussion the Commissioners were largely in favor of pursuing the concept but requested more information. Upon a motion by Commissioner direction to proceed or not to proceed on the work. 2 Russell to table the issue until further information could be gathered, seconded by Commissioner Frye, the motion passed with a majority vote. 9. Consider and discuss Continuing Education Hours for Parmer County Treasurer, JPI Pct. 2 and JPI Pct. 3 Upon motion by Commissioner Frye to approve the hours, seconded by Commissioner Russell, the motion passed with a majority vote. See attached. Enforcement Center 10. Consider Any and all Matters Concerning the Parmer County Law Sheriff Geske stated that the Parmer County. jail is housing 20 inmates. Her reported the hiring ofap part time jailor until a replacement can be found Hes stated he had nothing further to report and there were no questions. With no further business to come before the Court, Commissioner Frye moved to adjourn.
