REGULAR MEETING DECEMBER 28, 2020 Be it remembered on the 28th day of December 2020 at 10:01 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public audience had any comments at this time. 4. Consider Bids for Cleaning Contract for the Courthouse and Law Enforcement Center Judge Ellis opened the three bids for the cleaning contract. Those submitting bids were: Fany's Cleaning Service LLC Adrian and Teresa Ancira Alexys Ortiz After discussion of the pros and cons of each bid, Judge Ellis made the motion to accept the bid from Fany's Cleaning Service for $3006.72 per 1 month with a one time $1000.00 initial deep clean. Commissioner White seconded the motion and the motion passed. 5. Read and Approve Minutes of the Previous Meeting Upon reading of the Minutes of the last meeting, on a motion by Frye, seconded by Wilkins to approve the Minutes of the Regular meeting on December 14, 2020, the motion passed. 6. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for December 22nd and 28th 2020. Motion by White, seconded by Russell to approve payment of the Accounts Payables as presented. Motion carried. See attached. Sharon May then presented the Accounts Payable that will be due from the 2021 budget year at the first of January. Motion by Frye, seconded by Wilkins to approve payment of the Accounts Payable from the 2021 budget presented. Motion carried. See attached. 7. Consider Treasurer's Report-Sharon May Motion by White, seconded by Russell to approve the Treasurer's Payroll Report for December 15, 2020. Motion carried. See attached. 8. Consider Bond for County Clerk Deputy Upon motion by Frye, seconded by Russell to approve the bond for BreAnn Saenz, Deputy County Clerk, the motion passed. 9. Consider Tower Lease Sheriff Geries was present to clarify the radio tower lease from the ABCD Fleming Trust. He clarified that PanCom had a lease for antennas that included all of Parmer County's antennas except the Precinct antenna. Bruce Fleming has indicated that since PanCom was paying for the Sheriff's antennas, that he would not charge the County for the Precinct antenna as a service for Parmer County. Thus no action was needed for this agenda item. 10. Consider Approval of Continuing Education hours for County Clerk On a motion by Frye, seconded by Russell to approve the clerk's 47.45 continuing education hours, the motion passed. 2 11. Consider Employee Carrying over 2020 Vacation Hours for 2021 Maternity Leave After discussion of this exception to carry over vacation hours, Commissioner Russell made the motion to approve this request. Commissioner White seconded and the motion passed. 12. Consider Application for Historic Property Tax Emption Judge Ellis presented the application to the Commissioners. After discussion, Commissioner Wilkins made the motion to deny the application. Upon second by Judge Ellis, the motion passed. 13. Consider Parmer County Burn Ban Judge Ellis informed the Commissioners that the previous burn ban has expired. He questioned whether the Court should consider reinstating the burn ban. Upon motion by Wilkins to reinstate the Parmer County burn ban for 90 days, seconded by Frye, the motion passed. See attached. 14. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center. Sheriff Geries reported that he has given use of the Parmer County radio frequency to the Texas Department of Emergency Management for use when they are responding to incidents in Parmer County. He reported a positive COVID test for one of his staff but emphasized that no inmates had contracted the virus. He also stated that he had the Sheriff Geries reported 26 inmates as of today with one inmate housed in He stated that he continues to have a position for dispatcher open.
