Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. There were no comments from the public. 3. Open Forum for Public Comments 4. Consider Request from Friona Senior Citizen's Center -Rhonda Wilkins Rhonda Wilkins, President of Friona Senior Citizen's requested the County's help to rebuild their services after the COVID pandemic. She stated that membership is down and costs of furnishing meals is up. Although they have increased their membership dues and meal prices, their reserves are depleted. She requested $1200.00 to $1,500.00 per month for a period of two years. After discussion, Commissioner Frye made ai motion to provide $1200.00 per month for two years beginning in November 2022, from the County's ARPA money. Commissioner White 5. Consider ARPA Funds for the Friona Fire Department-Danny Campbell Danny Campbell presented aj proposal to obtain two thermal imaging cameras for the FVFD. The cost for the cameras is $8,368.00 for one with the total for two at $16,736.00. Commissioner Frye made a motion that the County provide the funds for the total amount from the ARPA funds. Commissioner Russell seconded and the motion passed. 6. Consider District Attorney's Forfeiture Report-Charlotte Marrufo seconded and the motion passed. Charlotte Marrufo presented the District Attorney's Forfeiture Report. She stated that the totals included both Bailey and Parmer County forfeiture funds. The funds are held in one account overseen by Parmer Upon motion to approve the report by White, seconded by Russell, the County. See attached. motion passed. 7. Read and Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on October 11, 2022, by Russell, seconded by Frye, the motion passed. 8. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for October 17th and 24th Motion by Frye, seconded by White to approve Payment of the Accounts Payable as presented. Motion carried. See attached. 9. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for October 15, 2022. Judge Ellis seconded and the motion passed. See attached. 2 10. Consider Treasurer's Quarterly Report Sharon May presented the Treasurer's Report forJuly through September 2022. The Sheriff also presented a contract with Justice Benefits Inc. for management of the SCAAP Program.
