REGULAR MEETING JUNE 22, 2020 Be it remembered on the 22nd day of. June 2020 at 10:06 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Consider Tree Trimming in the Courtyard Eli Gomez presented a proposal for trimming the trees in the Courtyard and removing the old, dead limbs. He presented several references and said he was licensed and insured. He proposed $200 per tree with a total of34 trees. Judge Ellis made a motion for approval. The Sheriff then stated he needed a tree removed and one trimmed to make room for the Eli stated he would do 36 trees for $200 per tree, for a total of $7200.00 The Judge revised his motion to include approval for the total of 36 trees. new generator. Consider Outside Audit Jack Kirkland of Carr, Riggs and Ingram presented the Parmer County, Texas Annual financial Report for the year ended December 31, 2019. Overall, the County finances are in very good shape. Expenditures did not exceed budget for 2019. The net position for the year is positive which serves as indicator that the overall financial position is improving Upon motion by Frye, seconded by Wilkins to approve the Annual Financial Report as presented, the motion passed. See attached. as opposed to deteriorating. 6. Read and Approve Minutes of the Previous Meeting Upon reading of the Minutes, on a motion by Wilkins, seconded by Russell to approve the Minutes from the June 8th 2020 Regular Meeting, the motion passed. 7. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for June 12th and 22nd 2020. Motion by Frye, seconded by Wilkins to approve payment of the Accounts Payables as presented. Motion carried. See attached. 8. Consider Treasurer's Report-Sharon May Motion by White, seconded by Russell to approve the Treasurer's Payroll Report for June 15th. Motion carried. See attached. 9. Consider Accepting CARES ACT Deposits The County has applied for grant monies from the State available to address the COVID-19 expenses by the County. The County received $27,918.00 from the CARES ACT Counties. Upon motion by White and a second by Frye, to approve the deposit of this money, the motion passed. The County received $2,600.00 for the HAVA CARES grant for expenditures for Election expenditures due to COVID-19. Upon motion by Russell, seconded by Wilkins to accept the money, the motion passed. 10. Consider Extra help in the Treasurer's Office for Budget and Grants After discussion of the need for extra help in the Treasurer's office due to 2 Maternity leave for an employee, it was suggested that Altha Herington be asked if she would be willing to work part time to help with the budget and other duties of the Treasurer's office. Judge Ellis made the motion to offer her the opportunity to help and be paid at the hourly rate she was receiving when she retired. Additionally, he proposed that if she declined, that the Treasurer be allowed to hire a part time worker at the current part time salary of$12.50 per hour. The motion was seconded by Wilkins and the motion carried. 11. Consider Request from Bovina ISD from Permanent School Fund Denise Anderson, superintendent of Bovina ISD has requested $27,262.11 from the Permanent School Fund for their ongoing construction project. See attached. Upon motion by Wilkins and a second by White to approve issuing of the funds, the motion passed. 12. Consider Use of the Courthouse Lawn for Border Town Days Rob Pomper, Chair of Border Town Days committee, requested the use of the lawn for the July 25th celebration of Border Town Days. Upon motion by White to allow the use of the lawn and a second by Russell, the motion passed. Enforcement Center 13. Any and All Matters Concerning the Parmer County Law Sheriff Geries reported 21 inmates today. He stated that to date we have had 104 hours of overtime to man the station to check temperatures and offer masks to anyone entering the Courthouse as mandated by the Office of Court Administration. This expense will be paid for through the CARES ACT Grant monies previously approved. The Sheriff also reported the State of Texas was preparing to accept state prisoners again. He stated that he would be required to have them tested for COVID-19 before transporting them to the State Jail. 3 With no further business to come before the court, Commissioner White moved to adjourn.
