REGULAR SESSION MEETING JANUARY 22, 2024 Be it remembered on the 22ND day of January at 10:07 o'clock there was Begun and Holden a Regular Meeting of the Commissioner's A.M., the Courthouse, in the town of Farwell, with the Court in To-wit: following members present, Isabel Izzy Carrasco Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Amy Dudley Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no members of the public present. 4. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on 8, 2024, by Commissioner Frye, seconded by Commissioner motion passed by majority vote with Commissioners Wilkins Russell, and White the abstaining as they were not present at that meeting. January 1 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for. January 15th and 22nd. The two dates contained payables from 2023 as well as 2024. Motion by Commissioner Russell, seconded by Commissioner Frye to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Commissioner Wilkins made the motion to approve the Treasurer's Payroll Report for January 15, 2024, Commissioner White seconded and the motion passed by majority vote. See attached. 7. Consider Treasurer's Quarterly Report Treasurer, Sharon May reported receipts and expenditures for the period from October 1, 2023 to December 31, 2023. See attached. Commissioner White made a motion to approve the Treasurer's Quarterly report. Commissioner Frye seconded and the motion passed by majority vote. 8. Consider and Discuss Continuing Education Hours for Parmer County Treasurer Upon a motion by Commissioner Russell to approve the CEUS for the Treasurer, seconded by Commissioner White, the motion passed with a majority vote. 9. Consider and Discuss Repair in the District Courtroom for Audio and Video System Sheriff Geske reported that the audio system in the District Courtroom was not working. The Court is expected to have a trial this week. Amarillo Media System was called and repair made to the audio module. The quote for the cost of the repair made on Friday is $1,696.00. The AV system is an ongoing problem with frequent breakdowns. Cost to replace the video and audio system is quoted at $15,930.00. Upon a motion by Commissioner Frye to approve payment for the repair and accept the quote to replace the AV equipment using the ARPA funds, seconded by Commissioner Wilkins, the motion passed by majority vote. See attached. 2 10. Discuss CDL Requirements for County Employees The Court discussed the difficulty in hiring CDL holders for open positions in the County. It is becoming increasingly difficult to find qualified people for those County positions that require CDLS. Commissioner Wilkins brought up the possibility of paying for employees to qualify for a CDL and then a requirement for 2 years of work with the All agreed that this would be a possibility; however, the Court requested that TAC be contacted to assess the feasibility of this suggestion. Also discussed was the possibility of random drug tests for all County County. employees, notjust for those holding a CDL. 11. Consider and Discuss Bridge Safety Report The Judge presented the Bridge Safety Report conducted by the state. He indicated that all of the bridges need some repair and at least one requires a complete repair. The report is filed in the Parmer County Judge's office. 12. Consider Any and all Matters Concerning the Parmer County Law Enforcement Center Including but not Limited to: A. Consider and Discuss SB 22 Funding B. Consider and Discuss Medical Contract with Lacey Meeks Sheriff Geske stated that the Parmer County jail is housing 31 inmates. 13 of which are from Lubbock County. The remaining 18 are Parmer He presented the pay rates of the various positions in the Sheriff's Office and Jail with the additional SB 22 funding. See attached. Commissioner Wilkins made a motion to table action on the increase until after the Executive Session. Commissioner White seconded salary Sheriff Geske presented the contract between the County and Lacey Meeks for medical care in the jail for inmates. Upon a motion by Commissioner Frye to approve the funding for the new pay rates for the Sheriff's office positions, from SB22, seconded Commissioner White, the motion passed by majority vote. by With no further business to come before the Court, Commissioner White moved to adjourn.
