REGULAR MEETING MAY 11, 2020 Be it remembered on the 11th day of May 2020 at 10:06 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Casey Russell Trey Ellis Sharon May Susie Spring Charles Wilkins Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Treasurer County Clerk Commissioner Pct. #2 Absent: When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Read and Approve Minutes of the Previous Meeting Prior to the reading of the Minutes from the April 27th Meeting, Judge Ellis informed the Court of a correction to the April 13th Meeting Minutes. The amount for the request for funds from the Bovina ISD Permanent School Funds was misreported due to an invoice not included in the total. The total requested was $62,852.00 rather than the $25,052.28 requested. Since the request met the requirements the Commissioners had previously set, the Judge granted the corrected total request. Upon reading of the April 27th Minutes, on a motion by White, seconded by Russell to approve the Minutes from the April 27, 2020 Regular Meeting. Motion passed. 1 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for May 1st and 11th Motion by Frye, seconded by White to approve payment of the Accounts Payables as presented. Motion carried. See attached. 6. Consider Treasurer's Report-Sharon May Motion by Russell, seconded by Frye to approve the Treasurer's Payroll Report for April 30th. Motion carried. See attached. 7. Consider Janitorial Contract for the Parmer County Court House and Parmer County Law Enforcement Center Judge Ellis presented the contract with Becca's Quality Home and Commercial Cleaning for the cleaning of the Courthouse and Law Enforcement Center. Upon motion by White and a second by Judge Ellis, to accept the contract, the motion passed. See attached. 8. Consider Re-Scheduling Commissioner Court from Monday, May 25th to Tuesday, May 26th due to the Memorial Day Holiday. Upon Motion by Frye, seconded by Russell to move the Regular Meeting to Tuesday, May 26, 2020 the motion passed. 9. Consider Electronic Pollbook Quote Submitted by ES&S, LLC Judge Ellis presented a proposal from Awyna Sanchez, Voter Registrar, to purchase one extra pollbook. The extra pollbook would be used as a Upon motion by White seconded by Frye, to purchase the additional pollbook for $1,945.00, the motion passed. See attached. 10. Consider Request from Bovina ISD for Permanent School Fund back-up in the event one malfunctioned. Upon motion by Frye, seconded by Russell to approve the $122,229.32 for the Bovina ISD from the Permanent School Fund, motion passed. See attached. 11. Any and All Matters Concerning the Parmer County Law Enforcement Center 2 Sheriff Geries reported a total of 16 inmates. He also stated he continues to have a position open for dispatcher but has had no candidates. He did He apprised the Court of an available grant from the Governor's Criminal Justice Division (CJD) pertaining to reimbursement for all expenses related to the COVID-19 outbreak and the County's response to it. This isar minimum $10,000 grant with no matching funds required. Iti involves cooperative agreements with the cities in the county and he has discussed this with the emergency managers of the cities. Friona and Bovina are interested in participating. The County administers the grant Participation in the grant was discussed and upon motion by Judge Ellis to participate with a second from Commissioner Frye, the motion passed. report that overall crime is down in the County. and a budget must be developed.
