REGULAR MEETING JUNE 13, 2022 Be it remembered on the 13th day ofJune 2022 at 10:01 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Courtin the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Izzy Carrasco Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Jeff Actkinson, County Attorney Justin Burrows, Lazbuddie FD Stephen Howard, Basin Funds Jason Zook, Basin Funds Michael Marek, Basin Funds Carl Stroud, Basin Funds When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments Justin Burrows requested to be on the next Court agenda to discuss Lazbuddie FD needs for funding a new truck. 1 4. Consider First Amendment to the Permanent School Fund Lease with Basin Oil-Carl Stroud Stephen Howard stated that due to their study of the oil field that a queen formation had been discovered. This type of formation is an under pressure formation and needs an injection of water to produce at the best capacity. They are requesting the Amendment to the lease to enable them to have more time for drilling since each producer well will need injector wells. This also offers the company incentives to move quickly. With the Amendment, they are prepared to begin drilling in August. It also would increase the production and bigger returns for the school Commissioner Frye made the motion to accept the Amendment, Commissioner White seconded and the Amendment passed fund. unanimously. See attached. 5. Consider Banning Fireworks with Missiles and Fins Due to the drought conditions, Commissioner Wilkins made the motion to ban fireworks such as bottle rockets and missiles with fins. No one seconded and the motion died for lack of a second. 6. Consider Bids for the HVAC and Negative Pressure Cell for the Jail Sheriff Geske present three bids he obtained. He reported two other companies had backed out of submitting bids. The Commissioners reviewed the bids and had numerous questions on the WSC and I.T.S. Refrigeration & Heating Inc. bids. They did not include some basic costs present on the WT Denton bid. As a result, the Commissioners were reluctant to approve bids that were not comparisons of the complete Commissioner Wilkins made the motion to table the issue until the next meeting and to ask the bidders to further explain their bids and what is included. Commissioner White seconded and the motion passed. 7. Consider Purchase of ExpressVote Machines and ExpressPoll tablets with project. See attached. Printers Susie Spring presented a quote for the purchase of six ExpressVote machines to add to the total we already have to allow for each precinct to have at least two machines with the bigger precincts having three machines each. Also presented was a written proposal from the Voter Registrar, Awyna Sanchez for additional poll tablets and printers. This too would allow precincts to have more than one poll book and allow for 2 backups in case of failure. This is a request of funds from the ARPA Upon motion by Frye to accept the sales order agreement for both the ExpressVote and ExpressPolls and printers, seconded by Russell, the money. motion passed. See attached. Commissioner Frye had to leave the meeting for previously scheduled travel at 11:23 AM. 8. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes from the Regular Meeting on May 23, 2022 by Russell, seconded by White, the motion passed. 9. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for May 26th and June 3rd and 13th. Motion by Wilkins seconded by Russell to approve payment of the Accounts Payables as presented. Motion carried. See attached. 10. Consider Treasurer's Payroll Report-Sharon May Motion by Russell, seconded by Wilkins to approve the Treasurer's Payroll Report for May 31, 2022. Motion carried. See attached. 11. Consider Ordering County Maps Judge Ellis is preparing to order large County maps for the Commissioners and the Courtroom. He reported that there were some issues with the naming of streets during the redistricting. He is working to get the street names corrected and then will be ordering maps reflecting the new precinct lines. 12. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geske reported 44 total inmates as of today, 29 of which are being housed for Deaf Smith County. He stated that Parmer County would be Sheriff Geske reported Bovina Police, DPS and the Sheriff Department were involved in a vehicle pursuit last week. The suspect was apprehended but in the process he damaged the Sheriff's patrol vehicle. housing Deaf Smith inmates until December. 3 Also this past Thursday night and early Friday morning, an individual damaged several buildings in Farwell, including the Courthouse where a window in a door window was smashed. Damage was also done to the Dental office, Bank, City Hall and City Police vehicle. He was apprehended and is in jail with pending charges. Sharon May, Treasurer told the Commissioners that the auditors were on site Susie Spring, County Clerk expressed her concern that after two years the phone system is still problematic and numerous county officials were forced to this week. use their personal cell phones for calls. With no further business to come before the Court, Commissioner White moved to adjourn. Commissioner Russell seconded and adjournment was called at 11:56 o'clock A.M.
