REGULAR MEETING JULY 13, 2020 Be it remembered on the 13th day ofJuly 2020 at 10:03 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Consider El Paso Natural Gas Line Crossing County Road Mike Melton and Dustin O'Dell presented an application to open cut, repair, or replace a segment of gas line under just north of County Road EE on County Road 15. A discussion was held about a number of gas lines in the County no longer at the 42" depth as the Court wanted assurances that any repair or replacement would be placed at that depth. Mr. Melton assured the Court they would comply with the requirement. A motion by White, seconded by Russell to approve their application with the 42" depth verified was passed. See attached. 1 5. Read and Approve Minutes of the Previous Meeting Upon reading of the Minutes, on a motion by Frye, seconded by Russell to approve the Minutes from the June 22nd 2020 Regular Meeting, the motion passed. 6. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for July 2nd and 13th 2020. Motion by White, seconded by Frye to approve payment of the Accounts Payables as presented. Motion carried. See attached. 7. Consider Treasurer's Report-Sharon May Motion by Russell, seconded by Wilkins to approve the Treasurer's Payroll Report for June 30th. Motion carried. See attached. 8. Consider Electric Line, Gas Line, and Water Line Del Rio Dairy submitted an application to place three different lines under County Road R, east of Hwy. 214. Upon motion by Russell, seconded by Frye, to approve all three lines, the motion passed. See attached. 9. Consider Purchase of Road Grader for use in Precinct #4 Commissioner Russell presented a quote for a new Road Grader for Pct. #4. He will be trading in a 2015 model year grader. Attached is the quote for $144,000.00. Upon motion by Frye to accept the quote, seconded by White, the motion passed. 10. Consider Request from Bovina ISD from Permanent School Fund Denise Anderson, superintendent of Bovina ISD has requested $87,935.08 from the Permanent School Fund for their ongoing construction project. See attached. Upon motion by Wilkins and a second by White to approve issuing of the funds, the motion passed. 11. Consider Request from Friona ISD from Permanent School Fund Jimmy Burns, superintendent of Friona ISD has requested $18,646.51 from the Permanent School Fund for a bus canopy project. See attached from Dianna White, Friona ISD Business Manager. Upon motion by second and a passed. by White to approve issuing of the funds, the motion Frye 2 12. Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries reported 24 inmates today. 3 inmates pending transfer to TDC and 1 transferred to the State Mental He stated that Parmer, Bailey and Lamb counties were planning to use COVID grant money to create negative pressure cells in their respective jails. Parmer has one cell and is looking to expand to two, while the other two counties have none and are hoping to obtain a negative pressure cell. Hospital. He will continue to update the Court on this project. With no further business to come before the court, Commissioner White moved to adjourn.
