REGULAR MEETING AUGUST 10, 2020 Be it remembered on the 10TH day of August 2020 at 10:03 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Read and Approve Minutes of the Previous Meeting Upon reading of the Minutes, on a motion by White, seconded by Frye to approve the Regular Minutes from the July 27, 2020 Regular Meeting with the corrections. Motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for August 5th and 10th 2020. Motion by Wilkins, seconded by Russell to approve payment of the Accounts Payables as presented. Motion carried. See attached. 6. Consider Treasurer's Report-Sharon May 1 Motion by White, seconded by Frye to approve the Treasurer's Payroll Report forJ July 31, 2020. Motion carried. See attached. 7. Consider Joining TIPS Purchasing Cooperative Judge Ellis presented the opportunity to join The Interlocal Purchasing System managed by the Region 8 Education Service Center. This group is similar to and functions much the same as the Buy Board. Upon discussion, a motion to pass a resolution to join TIPS was made by Frye, seconded by White. Motion carried unanimously. See attached. 8. Consider Request from Bovina ISD for Permanent School Fund Monies Bovina ISD presented invoices totaling $164,014.12 for reimbursement from the fund. Upon motion by Wilkins, seconded by Russell to release the funds, the motion passed. See attached. 9. Consider County Employee Health Insurance Renewal Jerry Killion from the Texas Association of Counties Health and Employee Benefits Pool (TAC-HEBP) presented the renewal option for county employees health insurance. He stated that there is 0% change in the rate for the next year. Upon motion from Frye, seconded by White to approve the renewal for the 2021 employee health insurance from the TAC HEBP, the motion carried. 10. Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries is recovering from knee surgery. Judge Ellis reported that two employees of the Sheriff's Office had tested positive for COVID-19. Both are recovering and expected back to work shortly. No other employees or jail inmates have tested positive. With no further business to come before the court, Commissioner White moved to adjourn.
