REGULAR MEETING AUGUST 22, 2022 Be it remembered on the 22nd day of August 2022 at 10:08 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Courti in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Izzy Carrasco Amy Dudley Lucy Martinez Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from the public. 4. Consider and Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on August 8, 2022, by Commissioner Frye, seconded by Wilkins, the motion passed. 1 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for August 16th and 18th Motion by Russell, seconded by Wilkins to approve Payment of the Accounts Payable as presented. Motion carried. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for August 15, 2022. Commissioner Russell seconded and the motion passed. See attached. 7. Consider the County Specific Incentive (CSI) that will be offered to HEBP Members who Receive an Annual Exam In an effort to encourage participation in the Annual Wellness Exams offered by the County in partnership with TAC, Judge Ellis made a motion to offer a $50 gift certificate to participants in the Annual Wellness Exam. TAC furnishes up to $5000 for the County to provide this. Commissioner Wilkins seconded the motion and the motion passed. 8. Consider Order for the November General Election. The Governor orders the General Election for federal and state offices and the County Judge signs the order for general election for county offices. Upon motion by Commissioner Frye to approve the notice of election for the county offices for November 8, 2022, seconded by Russell, the motion passed. 9. Consider State Homeland Security Program (SHSP) Regional Equipment Transfer Memorandum of Understanding (MOU) between PRPC and the Parmer County Sheriff's Office In the past, PRPC has made available to the Sheriff's Office, AFIS fingerprinting equipment. This MOU is to allow PRPC to upgrade the existing equipment for the SO at no cost to the County. See attached. Upon motion by Judge Ellis to approve the MOU, seconded Commissioner by White, the motion passed. 10. Consider Contract with Southwest Business Solutions Southwest Business Solutions provides computer technology support for the County. This agreement is for continued service beginning January 2022. Upon motion by Frye to approve the contract, seconded by White, the motion passed. See attached. 2 12. Consider Any and All Matters concerning the Parmer County Law Enforcement Center. The Sheriff reported 25 inmates with 14 of those from Deaf Smith County. He reported that the jailors were unable to attend the school scheduled for this week due to cancellation, but would be allowed to take the class on- line. He stated he had 2 COVID positive cases in the jail staff. A discussion was held as to whether the Probation Department would be obtaining the Traverse the Sheriff has. The General consensus was no. the sheriff was advised to continue use of the Traverse. He stated he has a pickup and a Tahoe that may be arriving in December. Sharon May informed the Court that open enrollment would be held September Judge Ellis informed the Court that next Monday, August 29th at 9:30 AM would be the open public meeting on the tax rate.
