REGULAR MEETING AUGUST 24, 2020 Be it remembered on the 24th day of August 2020 at 10:03 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Courti in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Public Hearing on Proposed Tax Rate No members of the Public were in attendance. 5. Discuss/Adopt County Budget Judge Ellis reported that the Probation Department suggested two items be added to the budget but did not follow-up with a bid or cost of the An motion to adopt the proposed 2021 Parmer County Budget was made by Commissioner White, Frye seconded. Discuss/Adopt the Proposed Tax Rate Judge Ellis reminded the Commissioner's that the Maintenance and Operations proposed rate is 0.4019, the Interest and Sinking fund proposed rate is 0.0254, and the Farm to Market proposed rate is 0.1064 A motion to adopt the general or M&0 rate of 0.4019 was made by Commissioner Wilkins, seconded by Russell. Motion passed unanimously. An motion to adopt the I&S rate of 0.0254 was made by Judge Ellis, seconded by Wilkins. Motion passed unanimously. AI motion to adopt the FM rate of0.1064 was made by Commissioner Frye, seconded by White. Motion passed unanimously. Thus resulting in an overall tax rate of 0.5337 7. Read and Approve Minutes of the Previous Meeting Upon reading of the Minute of the last meeting, on a motion by Russell, seconded by Wilkins to approve the Minutes from the August 10, 2020 Upon reading of the minutes from the Special Meeting held August 3, 2020, on a motion by Frye, seconded by White, the motion passed. 8. Consider Approval and Payment of the Accounts Payable - Sharon May Regular Meeting, motion passed. Sharon May reported the Accounts Payable List for August 17th and 24th 2020. Motion by Wilkins, seconded by Frye to approve payment of the Accounts Payables as presented. Motion carried. See attached. 9. Consider Treasurer's Report-Sharon May Motion by White, seconded by Russell to approve the Treasurer's Payroll Report for August 14, 2020. Motion carried. See attached. The Treasurer also presented a name change for one of the County Clerk's bank accounts and two of the District Clerk's accounts. This change was on recommendation of the auditors. Upon motion by Judge Ellis, seconded by Frye to accept the change for the County Clerk, the Upon motion by Russell, seconded by White to approve the name change motion passed. in the two District Clerk's accounts, the motion passed. 2 10. Consider Approval of Precinct.Judges and Alternates for the November 3, 2020 Election Upon presentation of names by the County Clerk, a motion to accept the names presented was made by Frye, seconded by Wilkins. Motion passed. See attached. 11. Consider Approval of Early Voting Ballot Board members and Central Counting Station Personnel for the November 3, 2020 Election. Upon presentation of names by the County Clerk, upon motion by Russell, seconded by White to accept the names of those presented, the motion passed. 12. Consider Parmer County Burn Ban Upon motion by Wilkins, seconded by Frye to extend the Burn Ban for 90 days, the motion passed. 13. Discuss CRI consulting on Policy and Procedure Manual Discussion was held on engaging CRI to consult on financial policy and procedures for the County. A letter of engagement was presented for the Commissioners to review and discuss at the next meeting. 14. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries stated that five employees have tested positive for COVID- 19. Three have recovered and have returned to work. Two are recovering and should be cleared to return to work soon. As a result, the Sheriff The Sheriff reported 20 inmates at present. Five inmates who had been awaiting transfer were sent to the state penitentiary. He reported he has The new generator is on site and in the process of being installed. Commissioners discussed moving the old generator to the Courthouse for use. The Sheriff will explore what that entails and will have it moved as hired a firm to disinfect the office last week. an opening for a dispatcher. the new generator comes on line. 3 With no further business to come before the court, Commissioner White moved to adjourn.
