REGULAR SESSION MEETING AUGUST 21, 2023 Be it remembered on the 21st day of August 2023 at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Amy Dudley Judge Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Awyna Sanchez, Tax Assessor-Collector When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments There were no comments from the public. 4. Consider and Discuss Order for November 7th Constitutional Amendment Special Election Upon motion to approve the Order for the November 7th Constitutional Amendment Special Election by Commissioner White, seconded by Commissioner Russell, the motion passed by majority vote. See attached. 1 5. Consider Discuss Releasing Parmer County's Portion of the Vehicle Tax Judge Carrasco presented a Resolution for discontinuing the County portion of the ad valorem taxes previously imposed on personal, non- business vehicles registered to an address in Parmer County. Discussion was held on the impact this would have on the Parmer County portion of the taxes that would not be collected and thus the The consensus of the discussion was that the passing of this Resolution Judge Carrasco made a motion to accept a Resolution to discontinue the County portion of ad valorem taxes on personal, non-business vehicles Commissioner Russell seconded and the motion to pass the Resolution This Resolution does not relieve any person or entity from paying the County portion of the ad valorem taxes already assessed and levied prior to the effective date of this Resolution which is August 21, 2023. impact on the budget. was in the interest of the Parmer County tax payors. registered to an address within Parmer County Texas. passed on a unanimous vote. 6. Consider and Discuss Setting the Proposed 2023 Tax Rate The Court reviewed the information provided by Jill Timms, Chief Appraiser as to the 2023 Tax Rate Calculation Worksheet. After lengthy discussion, Judge Carrasco made a motion to set the proposed tax rate for 2023 at .3091 for the General tax rate and .0899 for the Farm to Commissioner Frye seconded the motion and the proposed tax rate for Market tax rate for a total tax rate of .3990. 2023 passed with a unanimous vote.
