REGULAR MEETING NOVEMBER 8, 2021 Be it remembered on the 8th day of November 2021 at 10:03 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Discussion and potential action will occur regarding the County's 2021Redristricting Project, including (a) proposed final approval and adoption of a new districting plan for the County Commissioner's precinct boundary lines in compliance with applicable requirements of federal and state law; and (b) all related project matters. After review of the maps sent to the Court based upon the last meeting's decisions by Charles Kimbrough, attorney, the Commissioners reviewed Upon a motion by Wilkins, seconded by White to accept the boundary Upon a motion by Frye to approve the redistricting of the County's Commissioner Precincts and establishing new boundary lines for said precincts based on the 2020 United States Census Data for County Elections and providing for an effective date and compliance with the the precinct lines. lines as drawn, the motion passed unanimously. 1 Texas Open Meetings Act, seconded by Russell, the motion passed unanimously. 4. Open Forum for Public Comments No one from the public was in attendance. Prior to the reading of the minutes, Commissioner Wilkins excused himself to attend another commitment. 5. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes by White, seconded by Frye, the motion passed. 6. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for October 28th, November 2nd and November 8th. Motion by White seconded by Russell to approve payment of the Accounts Payables as presented. Motion carried. See attached. 7. Consider Treasurer's Payroll Report-Sharon May Motion by Frye, seconded by White to approve the Treasurer's Payroll Report for October 29, 2021. Motion carried. See attached. 8. Consider Canvassing the 2021 Special Amendment Election The voting statistics and results were presented to the Court. A total of 310 registered voters participated in the Election. All of the Amendments passed in Parmer County as well as the State. Upon motion to approve the Canvass of the votes and resulting totals by Russell, seconded by Frye, the motion passed and the Canvass of the votes was approved. See attached results. 9. Consider Bond for Tax Assessor-Collector Deputy Upon motion by Frye, seconded by White to approve the bond for Yesenia Anaya, the motion passed. The bond will be filed in the office of the County Clerk. 2 10. Consider Board of Directors for Parmer County Appraisal District 2022- 2023 Every two years, the Court allocates their votes to Bovina and Lazbuddie. The county has a total of 1425 votes. Commissioner White made the motion to allocate 712 votes for Brenna Burch and 713 votes for Rocio Carrasco. Commissioner Russell seconded the motion and it was passed. 11. Consider Repairs for District Courtroom The sound system in the District Court has become staticky and difficult to hear. Amarillo Media System came to assess the problem and suggested it was an amplifier issue, possibly due to a power surge or lightening. Since the system is at least six years old, they suggested updating the system to today's standards. The cost to do this would be Upon motion by Judge Ellis to approve updating the system, seconded by $7338.35 Commissioner Russell, the motion passed. 12. Consider Water Line Under County Road Henry Clark applied for a water line approximately 200 feet south of Upon a motion from Russell to approve the water line, seconded by Frye, Hwy. 86 across CR21. the motion passed. 13. Consider Parmer County Burn Ban After discussion, upon motion by Frye to reinstate the order prohibiting outdoor burning for 90 days, seconded by White the motion passed. See attached. 14. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center. Sheriff Geries presented a change in his operating procedures to address mental health leave for officers. This is in response to legislation passed in the Texas Legislature and in accordance to the Texas Government The policy allows officers involved in a traumatic event to request leave time subject to the Sheriff's SOP. After reviewing the policy, Commissioner Frye made a motion to approve the Sheriff's SOP as Code Chapter 614.015. 3 presented for mental health leave. Commissioner White seconded and Sheriff Geries reported 43 total inmates as of today. One is still housed in Lubbock and 21 are being housed for Deaf Smith County. He reported on a MOU with Cannon Air Force Base for mutual aid. The Base would furnish bomb squad capabilities to the County. He also reported that his office is in the process of archiving records from the 1950s and 1960s by scanning the documents into the server. Once scanned, the original paper documents are destroyed to make room for He informed the Court that two vehicles had been stolen in the County and recovered along with the individuals that stole them.
