REGULAR MEETING NOVEMBER 14, 2022 Be it remembered on the 14th day of November 2022 at 10:03 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Izzy Carrasco Cesar Marquez, Bovina FD Joe Orozco, Bovina PD Wendy Case Janelle Duffy Deena Lucero Amy Dudley Judge Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Also Present: When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. There were no comments from the public. 3. Open Forum for Public Comments 4. Consider Request for ARPA Funds for the Bovina Fire Department 1 Cesar Marquez from the Bovina FD requested funds for bunker gear and a washer and dryer specifically for that type of gear. He stated that Commissioner Wilkins made a motion to utilize ARPA funds for this request. Commissioner Frye seconded and the motion passed. Wendy Case and Janelle Duffy reported on their past 6 months of activities for the Extension Office. See attached reports. approximately $21,000 is needed for the purchase. 5. Update on Extension Activities 6. Consider copier for Extension Office Wendy Case asked for funds to purchase a new color copier/fax machine. See attached estimate. She stated that they can no longer obtain parts for their existing copier. She asked if ARPA funds could be A discussion was held as to how to pay this unbudgeted expense. General consensus was that ARPA funds did not need to be used and a line item transfer in the existing budget could be utilized. Upon further discussion Wendy and Janelle thought they would have approximately $10,000 left over: in this years budget. The Judge urged them to look at their budget and see if that was possible to fund the purchase through Commissioner Russell made a motion for the Extension Office to purchase the copier/fax machine and for the decision to pay for it made after looking at the funding available. Consider Parking Lot & Sump Pump at JP #2 Office Deena Lucero presented a proposal to fix the standing water and hole at the entrance to the office parking lot. She had worked with the Bovina City Manager to develop this plan. Judge Ellis stated that the actual hole may be on DOT right of way. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for November 2nd and 14th Motion by Frye, seconded by White to approve Payment of the Accounts Payable as presented. Motion carried. See attached. 10. Consider Treasurer's Payroll Report-Sharon May Commissioner White made the motion to approve the Treasurer's Payroll Report for October 31, 2022. Commissioner Wilkins seconded and the motion passed. See attached. 11. Canvass of the November 8, 2022 General Election Ai final results spread sheet was presented to the Court to include precinct by precinct reports. Consider Purchase of Additional Equipment for the Elections Election Administrator, Susie Spring and Voter Registrar, Awyna Sanchez, discussed the effectiveness of the election process in November 8th Election. Consider Any and All Matters concerning the Parmer Enforcement Center. County Law The Sheriff reported 34 inmates with 12 of those from Deaf Smith County and 10 from Dawson County. He said to date this year he has billed Deaf Smith County $247,415 and Dawson County $21,335. 3 He reported that his office now has a new Facebook page.
