REGULAR MEETING JANUARY 24, 2022 Be it remembered on the 24th day of. January 2022 at 10:06 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Randy Geries, Reserve Deputy Monty Schueler, Rhea FD When the following was had and done, To-wit: Call to Order 1.1 Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments Mr. Geries addressed the Court. He stated that it was the hardest decision he has made to run for County Judge and thus resigning as Sheriff. He stated that his opponent has stated falsehoods and threats including those in regard to the Commissioners. He wanted on record that no pre-arrangement had been made previous to his running for County Judge. He expressed regret that he did not confront those statements at the time. He wanted to go on record as stating that those false narratives were not true. 1 4. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes from the Regular Meeting on January 10, 2022 by Russell, seconded by Frye, the motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for January 18th and 24th which included both 2021 and 2022 invoices. Motion by Wilkins seconded by White to approve payment of the Accounts Payables as presented. Motion carried. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Motion by Frye, seconded by White to approve the Treasurer's Payroll Report for January 14, 2022. Motion carried. See attached. 7. Consider Treasurer's Quarterly Report Sharon May presented the Treasurer's report for the October 1, 2021 Upon motion by Commissioner White, seconded by Russell, to approve through December 31, 2021. See attached. the fourth quarter 2021 report, the motion passed. 8. Consider Continuing Education Hours for Tax Assessor/Collector Upon a motion to approve the 41.3 hours for Awyna Sanchez by Frye, seconded by White, the motion passed. See attached. 9. Consider COVID-19 Administrative Leave Policy Upon a motion by Frye to continue the 2021 COVID leave policy thru 2022 and to continue quarterly renewal, seconded by Wilkins, the motion passed. 10. Consider UniFirst Renewal Contract Judge Ellis explained that this contract was for the walk off mats at the doors in the Courthouse. The Treasurer indicated that there had been a slight reduction in cost over last year. Upon a motion by Frye to renew the contract, seconded by Russell, the motion passed. See attached. 2 11. Consider Bonds for Sheriff and Tax ASSessor/Collector Deputy Judge Ellis presented the bond for the Sheriff in the amount of $30,000. Upon motion by White and a second by Wilkins to approve the bond, the Judge Ellis presented the bond for the Tax Assessor/Collector Deputy for $5,000. Upon motion by Russell, seconded by Frye to approve the bond, motion passed. the motion passed. The bonds are on file in the County Clerk's office. 12. Consider Parmer County Burn Ban Commissioner Wilkins made the motion to approve the Burn Ban for Parmer County for 90 days with the exceptions as they exist now. Commissioner Frye seconded and the motion passed. 13. Consider Use of ARPA Funds for Precinct #2 Commissioner Wilkins presented the needs for funds for the Rhea Fire Department. He questioned when the County could disburse the ARPA funds. Commissioner Frye explained that he had talked with a representative from TAC that informed him additional rules were due out on March 1st. The TAC representative recommended that nothing should be done prior to the 1st of April. He suggested at that time a budget be developed to allocate the funds and once approved, the funds could be Judge Ellis requested that Monty Schueler provide the Court with an estimate of the dollar amount required to meet their needs. 14. Consider Any and All Matters Concerning the Parmer County Law dispersed. Enforcement Center Sheriff Geske reported 25 total inmates as of today. Eight are being housed for Deaf Smith County. He stated that today or tomorrow the jail ise expecting an additional 10 inmates from Deaf Smith. He reported on the murder/suicide that the Department was involved in Randy Geries reported on the phone system since he had been involved in the project from the initiation. He stated the Courthouse would be completely switched over. He stated we will still have issues but will work responding to. through them. 3 With no further business to come before the Court, Commissioner White moved to adjourn.
