REGULAR MEETING AUGUST 26, 2019 Be it remembered on the 26th day of August 2019 at 10:07 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Treasurer County Clerk Also Present: John Schaumburg, Panhandle Regional Planning Commission When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Review and Consider the Renewal of an Inter-Local Resolution and Contract with PRPC for 911 Service and Equipment for FY 2020 and FY 2021. After presentation of the contract and reading of the resolution, motion by Wilkins, seconded by Russell to approve the resolution and contract. Motion carried. See attached. 5. Read and Approve Minutes of the Previous Meeting Motion by White, seconded by Frye to approve the Minutes from the August 12, 2019 Regular Meeting. 1 6. Consider. Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for August 16th and August 26th. Motion by Russell, seconded by Frye to approve Payment of the Accounts Payable. Motion carried. See attached. 7. Consider Treasurer's Report-Sharon May Motion by Wilkins, seconded by Frye to approve the Treasurer's Payroll Report for August 15th, Motion carried. See attached. 8. Consider Consolidation of Voting Precincts Upon a recommendation by the County Election Board to consolidate Precinct 303 with Precinct 201 in Bovina at the EMS Building and to consolidate Precincts 202 and 402 with Precinct 101 in Friona, a motion toa approve the recommendation was made by Frye, seconded by White. Motion carried. See attached. 9. Consider Parmer County Burn Ban A discussion was held considering enacting the burn ban. Upon motion by Russell, seconded by Wilkins to table the issue until the next meeting, motion carried. 10. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries presented the 2020 Sheriff's Fees. They are unchanged from the 2019 fees. Upon motion by Frye, seconded by White to approve The Sheriff also discussed the contract with Lacey Meeks for medical services for inmates. She is asking for an increase in monthly payment for the contract.
