REGULAR MEETING NOVEMBER 12, 2019 Be it remembered on the 12th day of November 2019 at 10:05 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Read and Approve Minutes of the Previous Meeting Motion by Russell, seconded by Wilkins to approve the Minutes from the October 28, 2019 Regular Meeting with corrections. Motion by Frye, seconded by Russell to approve the October 31, 2019 Special Meeting with the typo correction. Motion passed. Commissioner White abstained from voting as he did not attend the two Motion passed. meetings. 5. Consider Approval and Payment of the Accounts Payable - Sharon May 1 Sharon May reported the Accounts Payable List for October 29th and 31st and for November 5th and 12th. Upon motion by Wilkins, seconded Russell to approve Payment of the Accounts Payable. Motion carried. by See attached. 6. Consider Treasurer's Report-Sharon May Motion by White, seconded by Frye to approve the Treasurer's Payroll Report for October 31st. Motion carried. See attached. 7. Canvass Votes of the November 5, 2019 Amendment Election. The Court was presented the summary vote total number of votes For and Against for each Amendment as well as voting totals by precinct. Motion by White, seconded by Frye to certify the voting totals for the November 5, 2019 Amendment Election. Motion carried unanimously. 8. Consider Inter-Local Contract between the Department of Information Resources and Parmer County Relating to the Use of the DIR Shared Services Master Service Agreement. Upon explanation by Susie Spring, County Clerk that this was the state mandated security assessment, motion by Wilkins, seconded by Russell to approve the contract with DIR. Motion carried. See attached. 9. Consider the Lawn Maintenance Contract for the Parmer County Courthouse and Law Entorcement Center Upon motion by White, seconded by Wilkins to accept the contract, motion carried. See attached. 10. Consider Resolution of Parmer County, Texas Supporting the U.S. Census Bureau 2020 After reading of the resolution by Judge Ellis, Commissioner to approve the motion. Commissioner White seconded and the Frye motion moved passed. See attached. 11. Consider Bond for Parmer County TaxAssessor-Collector Employee. Upon motion by Judge Ellis, seconded by Frye, the motion carried. 12. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center 2 Sheriff Geries reported a jail population of21 and presented a ofa activity report for the past month. Consider Watershed Structure Inspections with NRCS Jacob Maenius reported on the inspection of the dams in Precinct #2 #4. He stated that they are in reasonably good shape. He stated that and although the proposal the SWCD was presenting today included grass 3 seeding, he did not feel that was necessary at this time. He does recommend that the weeds and yucca be eradicated. The SWCD Board presented a proposal by which the Project could be paid for at 90% of estimated cost by the State with the County responsible for the remaining 10%.
