REGULAR SESSION MEETING AUGUST 12, 2024 Be it remembered on the 12th day of August at 10:22 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May BreAnn Saenz Susan Spring Amy Dudley Mario Vidaurri, Chief Deputy Altha Herington Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer Deputy Clerk County Clerk Absent: Also Present: Eric Geske, Sheriff When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of' Texas. 3. Open Forum for Public Comments There were no comments from members of the public. 4. Approve Minutes from Previous Meeting Commissioner Frye motioned to approve the minutes and Commissioner Russell seconded it. Motion passed by a majority vote. 1 5. Consider Approval and Payment of the Accounts Payable-Sharon May Upon considering and approving the payment of accounts payable list of July 31,2024 Commissioner Russell motioned to approve the accounts payable and commissioner White seconded it. Motion was carried by a majority vote. See Attached. 6. Consider Treasure's Payroll Report- Sharon May Sharon May reported the payroll report and Commissioner Frye made a motion to approve Accounts Payable as presented, Commissioner Wilkins seconded. Motion carried by majority vote. See attached. 7. Consider and Discuss Bonds for Parmer County Employees Commissioner Frye made the motion to approve the Bonds for the employees of Parmer County, Commissioner White seconded and the motion carried by majority vote. See attached. 8. Consider and Discuss Parmer County Road and Bridges Fee Judge Carrasco made a motion to approve County Road and Bridge fee; Commissioner Wilkins seconded, and the motion passed by majority of votes. See attached. 9. Consider and Discuss Resolutions Opposing the final Land Protection Plan Environmental Assessment for the Muleshoe National Wildlife Refuge Commissioner Frye explained that it would be best to oppose the land protection plan for Parmer County, and Commissioner White motioned to approve the resolution opposing the plan of the Muleshoe National Wildlife Refuge. Commissioner Frye seconded, the motion passed by majority of votes. See Attachment. 10. Consider and Discuss Conservation Work on CR7 Commissioner Wilkins discussed guidelines on work being done for an individual's house on CR 7 and the highway. He explained that he needed to work on it sO that water didn't get backed up in his garage. Commissioner Russell made a motion to approve, and Commissioner Frye seconded, the motion passed by majority of votes. 11.Consider and Discuss Any and all matters Concerning the Parmer County Law Enforcement Center Including but not Limited to: Deputy Vidaurri noted that Parmer County is housing 30 inmates, 8 are Deputy Vidaurri also reported that there have been a lot of burglaries around the surrounding areas citizens should lock up valuables. from Lamb County. 2 Judge Carrasco made a motion to pay the guard system (Watch Guard) with the Senate Bill 22 Grant. Commissioner Russell seconded, the motion passed With no further business to come before the Court, Commissioner White moved to adjourn. Commissioner Russell seconded and adjournment was by majority of votes. called at 11:35 o'clock P.M. Reconvene at 1:35 Budget Workshop 13. Consider and Discuss the 2025 Parmer County Budget Judge Carrasco and the Commissioners are strategizing the budget and trying to make some modifications to help for this upcoming year. Took a 10 min break to make some phone calls Resume at 2:55 14. Consider and Discuss the 2024 Parmer County Tax Rate The Treasurer discussed the differences in the three plans and what one of the other counties are doing for the TCDRS Retirement Plan. Ralph Wallace from Tac suggested what our county should do as far as payments. Due to ongoing questions, the Court will meet again to finalize the budget. The Meeting will be held on August 15, 2024 at 10:00 am Thursday. Commissioner White made a motion to adjourn and Commissioner Russell seconded. The meeting was adjourned at 5:30 PM.
