REGULAR MEETING MARCH 25, 2019 Be it remembered on the 25th day of March 2019 at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Read and Approve Minutes of the Previous Meeting Motion by Wilkins, seconded by Frye to approve the Minutes from the Previous Meeting with the corrected date. Motion carried. 4 Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for March 15th & 22nd. Motion by White, seconded by Frye to approve the Payment of the Accounts Payable. Motion carried. See attached. 5. Consider Treasurer's Report-Sharon May (A.) Approve Calculated Payroll and Disbursement for all Parmer County Sharon May presented the March 15th payroll for approval. Motion by White, seconded by Wilkins to approve the Calculated Payroll and Employees. 1 Disbursement for all Parmer County Employees. Motion carried. See attached. 6. Consider Disposal of Microfilm Camera Equipment in the Parmer County Clerk's Office. Susie Spring reported that the microfilm machine was no longer operational and was not repairable. She requested that it be approved for disposal. Motion by Judge Ellis, seconded by Frye to dispose of the microfilm machine. Motion carried. 7. Consider whether County Election Precincts Comply with State Election Code. To comply with TEX. ELEC. CODE 42.031(a) the County Clerk reported the current election precincts met the requirements ofTEX. ELEC. CODE 42.005 and 42.006. and recommended. the continued use of the existing election precincts. Motion by White, seconded by Russell to approve the existing Election Precincts. Motion carried. 8. Consider County Road Right of Way Easement on County Road A1. Upon purchase of the one acre parcel of land in northeast part of county, (see previous meeting minutes), Caviness Development, Ltd. proposed an easement for Co. Rd. A1. Motion by Frye, seconded by White to accept the easement for County Road A1. Motion carried. See attached. 9. Consider Request from Farwell and Bovina ISD for Permanent School Fund Monies. Judge Ellis reported that Permanent School Fund stands at $4,522,310.50. He stated that he proposed the funds be distributed according to the following percentages due to the census data from each school district: Friona 48.98% Bovina 24.47% Farwell 21.31% Lazbuddie 5.24% Additionally, he proposed that $4.5M should be divided with $22,310.50 remaining in the fund for taxes, etc. Motion by Wilkins, seconded by Frye to acceptJudge Ellis' proposal. Motion carried unanimously. 2 The monetary breakdown is as follows: Friona $2,204,100.00 Bovina $1,101,150.00 Farwell $958,950.00 Lazbuddie $235,800.00 Judge Ellis reported that Farwell ISD has requested $25,623.00 for improvements. See attached receipts. Motion by White, seconded by Wilkins to approve distribution of these funds. Motion carried. Judge Ellis reported that Bovina ISD has requested $25,000.00 for an estimated budget for renovation of the AG Barn. See attached proposal. Motion by Frye, seconded by White to table this issue until actual receipts are received. Motion carried. 10. Consider moving the date of the April 22nd Commissioners Meeting to April 29th Due to Treasurers' Association continuing education meeting and the West Texas County Judges and Commissioners' Conference, the preceding week and week of the 22nd motion by Frye, seconded by Russell to move the meeting to the 29th. Motion carried. 11. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries reported that there are 41 inmates currently. 17 are from Castro or Deaf Smith County and are billing inmates. He presented the treasurer a check for $19,000.00 for housing inmates He also reported on a 911 call that came in from a child that was disconnected before information was obtained. He stated that he used reverse 911 to try and locate the child but was unable to do SO. He reported that the Sherriff's Department is responsible for Court security and recently went to an education program concerning security. He will be setting up a committee to help develop policies and procedures from Castro County last month. for the security of the Court. Judge Ellis reported that he had been contacted in regard to the county's portion of responsibility for moving the utilities on FM 145. The County is responsible for 10% of the total cost. He indicated that this would be discussed in the next meeting. 3 With no further business to come before the court, Commissioner White moved to adjourn.
