REGULAR SESSION MEETING SEPTEMBER 25, 2023 Be it remembered on the 25th day of September 2023 at 10:08 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Sharon May Susie Spring Isabel Izzy Carrasco Casey Russell Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 County Treasurer County Clerk Judge Absent: Commissioner Pct. #4 Also Present: Awyna Sanchez, Tax Assessor-Collector Eric Geske, Sheriff Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of' Texas. 3. Open Forum for Public Comments There were no comments from the public. 4. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on September 11, 2023, by Commissioner Frye seconded by Commissioner Wilkins, the motion passed by majority vote. 1 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for September 18th and 25th 2023. Motion by Commissioner White, seconded by Commissioner Wilkins to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for September 15th 2023 Commissioner White seconded and the motion passed by majority vote. See attached. 7. Consider and Discuss Engagement Letter with Doshier, Pickens & Francis Doshier, Pickens & Francis, LLC has performed the County audit for the past two years. Last year we paid $29,500.00 for their services. This engagement letter for the 2023 audit had a not to exceed cost of $31,000.00. The audit would be scheduled for May 13-17th 2024. Commissioner White made the motion to approve the engagement of Doshier, Pickens & Francis, LLC for the 2023 audit. Commissioner Frye seconded and the motion passed with a majority vote. See attached. 8. Consider and Discuss Re-scheduling Commissioners Court October 9, 2023 due to Columbus Day Holiday. Commissioner Frye made the motion to re-schedule the regular meeting to October 10, 2023 due to the holiday. Commissioner Wilkins seconded and the motion passed with a majority vote. 9. Consider and Discuss Proclamation for National Night Out on October 3, 2023 This is a yearly event held by the Sheriff's office to promote crime prevention. Commissioner White made the motion to adopt the proclamation. Commissioner Wilkins seconded and the motion passed with a majority vote. See attached. 10. Consider and Discuss Parmer County Burn Ban Commissioner Wilkins made the motion to not initiate the burn ban at this time. Commissioner White seconded and the motion passed by majority vote. 2 11. Consider and Discuss Bond for. JP #1 Clerk Judge Wilkins has a new clerk that needs to be bonded, Sonia Gomez. Commissioner Frye made the motion to approve the bond. Commissioner White seconded and the motion passed with a majority vote. Bond is on file in the County Clerk's Office. 12. Consider and Discuss Online Subscription with LexisNexis This is an online subscription for judicial information that the County and DistrictJudges would use. Upon a motion from Commissioner Wilkins to approve this subscription, seconded by Commissioner White, the motion passed with a majority vote. See attached. 13. Consider and Discuss Correction to the Record Vote 2024 Budget Page The published Record Vote page of the 2024 Budget was missing some required language. This correction will rectify that issue. Commissioner Wilkins made the motion to approve this change to the page. Commissioner Frye seconded and the motion passed with a majority vote. See attached. Enforcement Center 14. Consider Any and all Matters Concerning the Parmer County Law Sheriff Geske stated that the Parmer County jail is housing 42 inmates. 22 of which are from Lubbock County and 2 of which are from Lamb Sheriff Geske stated that on October 1, 2023, the new Emergency Notification System, WEMS will be operational. This system replaces the County. old notification system that was several years old. Treasure Sharon May announced that open enrollment for employees would be held September 27th from 8:30 AM - 2:00 PM. All employees are requested to attend at some time during that time frame. 3 With no further business to come before the Court, Commissioner White moved to adjourn.
