REGULAR SESSION MEETING APRIL 24, 2023 Be it remembered on the 24th day of April 2023 at 10:01 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Amy Dudley Judge Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Awyna Sanchez, Tax Assessor-Collector When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. There were no comments from the public. 4. Approve Minutes from Previous Meeting 3. Open Forum for Public Comments Upon motion to approve the minutes from the Regular Meeting on April 10, 2023, by Judge Carrasco seconded by Wilkins, the motion passed by majority vote. 5. Consider Approval and Payment of Accounts Payable- Sharon May 1 Sharon May reported the Accounts Payable List for April 12th and 24th 2023. Motion by White, seconded by Frye to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Commissioner Russell made the motion to approve the Treasurer's Payroll Report for April 14th 2023 Commissioner Frye seconded and the motion passed by majority vote. See attached. 7. Consider Treasurer's Quarterly Report Treasurer Sharon May presented the Quarterly Report for. January 1, 2023 through March 31, 2023, inclusive. See attached. Commissioner White made the motion to approve the Quarterly Report as presented. Commissioner Russell seconded and the motion passed by majority vote. 8. Consider and Discuss Resolution for Victim Coordinator & Liaison Grant for the District Attorney's Office This is a grant that is renewed each year. The grant requires a resolution by the Commissioner's Court to be renewed. Commissioner Frye made the motion to approve the Resolution for the Victim Coordinator and Liaison Grant. Judge Carrasco seconded and the motion passed unanimously. See attached. 9. Consider and Discuss a Parmer County Burn Ban The previous burn ban for 90 days will be expiring soon. The Commissioners discussed whether to extend the ban. Commissioner Wilkins made a motion to extend the Burn Ban as the drought conditions have not improved. Commissioner Frye seconded and the motion passed with a majority vote. See attached. 10. Consider and Discuss Water Bottle Filling Station Judge Carrasco reminded the Commissioners that the water fountain outside the Courtroom was removed during COVID and the one close to the Treasurer's office was disabled. He proposed obtaining a water bottle filling station such as the schools have, to allow employees and the public access to drinking water. This station is filtered, provides refrigerated water and obtains the water from the City water supply via pipes. He presented an estimate of $1,176.00 for the water station. See attached. 2 A discussion was had as to the monetary difference between this and having bottled water brought in for a dispenser. Commissioner Frye made ai motion to approve buying a water bottle filling station from the ARPA funds. Commissioner Wilkins seconded and the motion passed by majority vote. 11. Consider Any and all Matters Concerning the Parmer County Law Enforcement Center Including but not Limited to: (A) Consider and Discuss Contracts with Lubbock County and Deaf Smith Sheriff Geske stated that the Parmer County jail is housing 17 inmates. He reported on the wreck on Hwy. 86 and the response to the accident. He reported on the threat to the Bovina schools that was not considered credible after investigation. However, the Sheriff's office established a presence on the school campus for the day. The Sheriff reported this was avaluable learning exercise as the school was not prepared to respond to at threat and numerous areas were found to establish better security and He reported that the Friona FD donated a number of face masks to the SO. Although the Sheriff reported that they need some replacement parts County to House Inmates One of which is from Dawson County. He stated that the jail is now COVID free. reporting to law enforcement. but should be able to be used. With no further business to come before the Court, Commissioner White moved to adjourn.
